강화 보창학교는 1904년에 이동휘가 강화읍에 설립한 육영학교에서 출발하였다. 이후 강화지역의 대표적인 사립학교로 1915년까지 운영되었다. 한말에 보창학교의 명성은 전국에 자자하였다. 그동안 학계의 주목을 크게 받지 못하다가 최근에 보창학교의 설립 및 성장과정과 교육과정 운영 성과에 대한 연구가 수행되었다. 이 연구는 그 후속 연구로서 보창학교의 재정수입 확보과정과 규모를 분석하고 재정 구조상의 특징을 밝히고자 하였다. 이를 통해 보창학교의 유지와 성장을 뒷받침한 경제적 토대가 무엇이었는지를 이해하고, 당시 수많은 사립학교가 확산하고 소멸하는 과정에 대한 재정적인 시사점도 찾아보고자 하였다.
1905~1914년까지 재정수입 총액은 15,600여 환으로 분석, 추정되었다. 1910년까지 연평균 수입은 2,500여 환으로 한성 소재의 상위 사립학교와 비슷한 수준이었다. 재원의 비중은 황실보조금(63%), 일반기부금(21%), 도조수입(12%), 강화군 보조금(4%) 순이었다. 황실보조금이 가장 핵심적인 재원이었다. 일반기부금은 여러 학과를 갖추고 본격적으로 성장하는 1905~1906년, 그리고 황실보조금이 중단된 1908~1909년에 재정 확보에 기여하였다. 반면에 도조수입 총액은 기부금에도 미치지 못해 논란이 컸던 만큼 핵심적인 재원은 아니었다. 하지만 1906년부터 1915년 폐교될 때까지 재정 안정성에 기여하였다.
이러한 재정구조에 비추어 보면, 황실의 지원이 보창학교의 유지와 성장을 뒷받침한 핵심 동력이었다. 그리고 여기에 민족주의적·기독교적 배경을 지닌 것으로 보이는 일반 사민과 군인·관리들이 동참하고 있었다. 황실의 재정지원은 일제에 의해 점차 장악되는 관공립학교 대신에 민족 사학을 육성하려는 고종의 의지가 반영된 것으로 해석되었다. 이와 유사한 사례를 1905년에 창립된 보성학교에서도 찾을 수 있었다.
1908년부터 일제는 민족주의 교육에 힘쓰던 보창학교를 탄압하기 시작했다. 그 방법은 핵심 재원인 황실보조금을 차단하는 것이었다. 이에 교장 이동휘와 강화 군민, 군수는 1908년에 의무교육실시안을 마련하고 1910년에 학부형계를 설치하는 등 자체적으로 재정을 확보하려는 시도를 하였으나 실제 학교경비의 수취로까지 이어지지 못하였다. 이후 보창학교는 학교 운영에 큰 어려움을 겪게 되었다. 보창학교의 사례는 외부의 보조와 기부에 의존하는 한말 사립학교의 재정이 얼마나 취약한지를 보여주었다. 당시 사립학교는 안정적이며 충분한 재정확보 방안을 갖추어 실시해야 했다. 그렇지 않을 경우 사립학교를 공립학교로 전환하려고 획책하는 일제에 의해 점점 그 생존 자체가 위태로울 수밖에 없었다.
The private Bochang School(1904~1915), established at Ganghwa province, was very famous in the nation. This research was intended to analyze the size of its financial income and reveal the characteristics of its financial structure.
The total amount of fiscal revenue from 1905 to 1914 was estimated 15,600 Hwan(圜). By 1910, the average annual income was around 2,500 Hwan, which was similar to that of top private schools in Seoul. The portion of financial resources was followed by imperial subsidies (63%), general donations (21%), farm rent (12%) and Ganghwa county subsidies (4%). Imperial subsidies were the key financial resource. General donations contributed to financial security in 1905-1906 when the school started to grow in earnest with various departments, and 1908-1909 when imperial subsidies were suspended. On the other hand, total farm rent was far less than general donations, thus it was not a important factor. However, it contributed to financial stability from 1906 to 1915.
In light of this financial structure, imperial support was a key driver behind the growth of the Bochang School. And it revealed that the general public and local governor were joining in this support. Imperial subsidies were interpreted as reflecting King Gojong's determination to foster national private schools instead of government-public schools, which were gradually dominated by Japan. A similar example was imperial support for Boseong School, which was founded in April 1905.
From 1908, the Japanese began to oppress the Bochang School which was striving for nationalist education. A fatal way was to stop the imperial subsidies, a core part of financial resources. Thereafter, despite the efforts of the principal Lee Dong-hwi and the Ganghwa County Governor and the county residents, the Bochang School had great difficulty in operating school without solid financial foundation. A case of Bochang School showed how fragile finances of private schools were. That was because they relied on outside assistance heavily. At that time, private schools should have had stable and sufficient financial security measures. Otherwise, their survival itself could be jeopardized by Japan that plotted to transform private schools into public schools.
