이 논문의 목적은 문재인 정부가 초기 대일 외교의 기조로 채택한 투트랙 접근이 기능하지 못했다는 문제의식하에서 문재인 정부 4년의 대일 외교를 복기하여 분석하는 것이다. 이를 위해 첫째, 문재인 정부 시기 한일 관계를 시계열적으로 추적하고, 둘째, 한반도 정전 체제 극복의 과제와 한일 1965년 체제의 한계가 어떻게 중첩되고 반발하는지 확인했으며, 셋째, 한국과 일본의 국제 사회에서의 위상 변화가 양국 관계에 어떠한 영향을 미쳤는지 살펴보았다.
그 결과 다음의 결론을 얻을 수 있었다. 첫째, 한반도 지정학과 한일 과거사가 연동되는 과정에서 투트랙 접근은 한계를 보였다. 둘째, 이러한 연동의 구조는 문재인 정부가 추진하는 ‘화평 외교’와 아베 총리가 전개하는 ‘대결 외교’의 충돌을 야기했다. 셋째, 한반도 평화 프로세스가 탑다운 방식의 ‘화평 외교’를 지향했듯이, 아베의 ‘대결 외교’도 트럼프를 정점으로 한 탑다운 방식을 채택하고 있었다. 넷째, 양국사이의 변화하는 국력과 그로 인한 격차 해소로 인해 한일 관계는 ‘장기 저강도 복합 경쟁’의 소모전에 진입했다.
이상의 이유들로 인해 한일 관계는 투트랙 접근으로 관리하기 어려운 대전환의 시대에 진입하고 있다. 이에 더해 코로나19로 촉발된 세계 질서의 급변과 미국과 중국의 ‘장기 저강도 복합 경쟁’은 한일 관계 대전환을 더욱 가속화시킬 것으로 예상된다.
The purpose of this article is to retrospect and analyse Moon Jae-in government’s policy toward Japan during four years from the inauguration, on the assumption that two-track diplomacy did not work. To this end, first, I traced the relationship between South Korea and Japan during the Moon Jae-in administration in a time series, and secondly, I confirmed the interaction of overlapping and resistance between the task of overcoming the armistice regime on the Korean Peninsula and the limitations of the 1965 regime. and lastly, I checked and analyzed how the change in the international status of South Korea and Japan had an effect on the relations between the two countries.
As a result, the following conclusions were obtained. First, the two-track approach showed limitations in the process of linking the geopolitics of the Korean Peninsula and the history issues of Korea and Japan. Second, this linkage structure caused a conflict between ‘Diplomacy of Reconciliation’ promoted by the Moon Jae-in administration and ‘Diplomacy of Confrontation’ promoted by Prime Minister Abe. Third, just as the peace process on the Korean Peninsula aimed at a top-down diplomacy, Abe’s diplomacy adopted a top-down method with Trump as its pinnacle. Fourth, due to the changing national power between the two countries and the bridging the gap resulting from it, the Korea-Japan relations entered the stage of ‘long-term, low-intensity and complex competition’.
For these reasons, the Korea-Japan relations are entering an era of great transformation that is difficult to manage with a two-track approach. In addition, the rapid change in the world order triggered by Covid-19 and the ‘long-term, low-intensity, and complex competition’ between the U.S. and China are expected to further accelerate the transformation of South Korea-Japan relations.
