이 글은 1945년 일본으로부터 한국이 해방된 이후 미군정의 초기 단계에서 미국식 민주주의 규범이 군정청 학무국에 의해 새로 채택된 공민과의 교과 내용에 도입되는 과정 가운데 어떻게 ‘변용’과 ‘혼종적 규범틀’을 특징으로 하는 ‘로컬화’의 과정을 거쳤는지를 아차리아(Acharya)의 ‘규범 로컬화’의 분석틀을 활용하여 설명하고자 한다. 이러한 분석을 통해서 이 글은 군정 당시 민주주의 규범의 로컬화 과정은 미국식 민주주의 규범과 한국의 다양한 교육 엘리트 간의 상호작용의 결과이며, 또한 미국식 민주주의 규범이 공민교과서의 교과 내용 구성과정에서 민족주의 성향의 한국 교육 엘리트에 의해 민족적 정체성과 민족적 자긍심을 강조하는 방향으로 재해석되고 재구성되었다는 점을 발견하였다. 이와 함께 이 글은 패권국이나 국제사회의 지배적 규범의 확산은 많은 경우 로컬 엘리트의 수용과 저항을 동시에 포함하는 여과(濾過)적 과정임도 발견하였다.
This article aims to highlight how the norm of democracy was adjusted and reshaped to the Korean nationalistic context when the idea was introduced into the elementary school curriculum through the newly adopted subject of Civic Education during the early phase of the U.S. military government after the Korean liberation from the Japanese rule 1945. Utilizing the notion of Acharya’s ‘norm localization,’ this article attempts to trace the process of adjustment of the norm of democracy to the Korean context in the elementary school curriculum reshuffling. This article finds out that the localization process was an outcome of a set of interactions both between the democratic norm and the local elites, that the democratic norm was reformulated to contain important elements of Korean nationalism and Korean national identity, and finally that the spread of norm from the hegemonic state or/and the global regime is more often than not a filtered process which involves both accommodation and resistance of the local elites.
