중국이 국제사회의 주요 공여국 중 하나로 부상하고 있는 가운데, 국제사회는 급격히 확대되는 중국의 대외원조에 대하여 다양한 측면에서 우려를 제기하고 있다. 이에 본 연구는 수원국에 대한 내정 불간섭 원칙을 고수하는 중국의 원조가 취약국가에 대한 실패한 원조로 귀결될 것이라는 우려에 관심을 가지고, “중국의 원조가 증가할수록 해당 지역의 분쟁이 심화될 것이다”를 가설로 제안하였다. 가설을 검증하기 위해 본 논문은 2000년부터 2014년까지 중국으로부터 원조를 공여 받은 아프리카 분쟁국 29개를 대상으로 원조가 분쟁에 미친 효과를 분석하였으며, 그 결과는 다음과 같다. 첫째, 중국의 ODA는 아프리카 분쟁 완화에 유의미한 영향을 미치고 있으나, OECD DAC 회원국들의 원조는 분쟁 완화에 유의미한 영향을 미치지 못하고 있음을 확인하였다. 둘째, 중국의 ODA 중 개인의 필요를 반영하여 주민들에게 직접적인 혜택을 제공하는 교육과 보건 분야의 원조가 분쟁 완화에 긍정적인 영향을 미치는 것으로 분석되었다. 요컨대 본 논문의 가설은 기각된 바, 국제사회의 중국 원조 공여에 대한 우려는 ‘우려’에 불과함을 보여주고 있다.
Since 2000, China has emerged as one of the major donors to the international community. The international community, however, is expressing concerns in various aspects about China’s rapidly expanding aid donation. This study is interested in concerns that China’s aid, which adheres to the principle of non-interference in internal affairs to recipient countries, may result in failed aid to fragile or conflict-affected countries. Hence, we hypothesize that increased amounts of Chinese aid will exacerbate the conflict in recipient countries. To test the hypothesis, we analyzed the effects of Chinese aid on conflict intensity based on the Poisson regression. Our sample includes 29 African countries that received aid from China from 2000 to 2014. The result is as follows. First, China’s ODA has a significant effect on conflict relief in Africa, but aid from OECD DAC members do not have a significant effect on African conflict. Second, China’s ODA in ‘education’ and ‘health’ sectors had a positive effect on conflict alleviation in Africa. In short, the hypothesis of this paper was rejected, proving that the international community’s concerns about China’s aid are only a concern.
