본 연구는 여성폭력방지기본법의 제정과정을 Kingdon의 다중흐름모형을 적용하여 분석하였다. 문제의 흐름으로는 여성폭력 관련 지표, 여성 대상 폭력범죄의 발생과 미투 운동, 기존 여성폭력 관련 법체계의 한계 및 국제사회의 요구, 정치의 흐름으로는 정권교체, 여성단체의 입법운동, 정책대안의 흐름으로는 여성가족부와 여성정책연구기관, 여성단체의 법안을 살펴보았다. 분석 결과, 문제의 흐름과 정치의 흐름이 정책의 창이 열리는데 있어 주요 흐름이었으며, 여기에 오랫동안 논의되어 오던 정책대안의 흐름이 결합하여 신속한 법률 제정이 이루어질 수 있었다. 이 과정에서 주요 정책선도가로서의 역할을 한 것은 공식적 참여자인 대통령과 여당 국회의원이었다. 하지만 결정과정에서 참여자들의 정치적 합의에 따라 원안이 수정·완화되면서 입법 취지를 살리지 못하고 사회적으로도 공감대를 얻지 못하는 결과물을 산출하게 되었다.This study aims to analyze the enactment process of ‘Framework Act on Prevention of Violence Against Women’ by applying the Kingdon's multiple streams framework. In the problem stream, this paper looked at indicators related to violence against women, the occurrence of violent crimes against women and the #MeToo movement, and the limitations of the existing legal system related to violence against women. Also, in the political stream, government change and legislative movement of women's organizations, and as the policy stream, alternatives of the Ministry of Gender Equality and Family, women's policy research institute, and women's organizations were examined. As a result of the analysis, the problem stream and the political stream were the main streams in opening the policy window, and here the policy stream, which has been discussed for a long time, was coupled and the final product was derived. In this process, it was the president and the ruling party legislator of the National Assembly who played the role as major policy entrepreneurs.
