2018년 6월 국토교통부의 수량관리 업무와 환경부의 수질관리 업무가 환경부로 일원화되고 2019년 7월에 통합물관리 실현을 위한 최상위 거버넌스 체제로서 대통령 소속으로 국가물관리위원회가 구성되었다. 최초 선임된 국가물관리위원회 위원들의 3년간 활동이 종료된 시점에서 3년간 국가물관리위원회 활동의 제약요건과 개선방안을 분석하는 것은 향후 통합물관리의 정착과 위원회의 내실있는 운영방안을 모색한다는 측면에서 중요한 의미를 갖는다. 본 연구에서는 국가물관리위원회의 법적 성격이 불분명하여 안정적 운영에 장애가 되었으며, 위원회 운영이 효율적이지 못했고, 대통령 소속임에도 불구하고 환경부에 과도하게 의존하여 자율성, 독립성에 제약을 받았으며, 정책조정 기능이 활성화되지 못했음을 알 수 있었다. 본 연구에서는 분석을 바탕으로 몇 가지 정책적 개선방안을 제안하였다.The purpose of this case study was to evaluate the operation and outcomes of the Presidential Water Commission from July of 2019 to July of 2022. Based on literature review and commission member interviews, this study especially focused on the commission’s legal status, autonomy, and policy coordination issues. This study founded several problems of the commission. First, the ambiguity of legal status made the commission confront very unstable situation. Second, because of focusing on only a few topics and poor decision-making process, the commission worked very inefficiently. Third, despite the commission belongs to President of Republic of Korea, the commission has relied heavily on the Ministry of Environment for its organization, budget, personnel, etc. that it suffered from autonomy issues. Fourth, even though, in legal terms, the commission is the highest ranked water management government institution in Korea, its policy coordination role had not functioned well. Therefore, the Korean government should clarify the legal status of the commission, enhance the commission’s autonomy, and facilitate policy coordination function.
