최근 공공조직을 둘러싼 환경변화의 폭이 큰 가운데, 환경변화에 대응할 수 있는 조직문화가 중요해지고 있다. 특히 조직의 소통문화는 조직의 업무수행에 영향을 미쳐 업무성과에도 영향을 미친다. 한편, 혁신이 적용되는 범위가 확장되는 환경 가운데, 조직관리 측면에서의 혁신도 강조되고 있다. 혁신은 성공할 경우 큰 유익을 가져다주게 되지만, 그만큼 위험이 크다. 이에 본 연구는 조직의 소통문화를 조직침묵과 의사소통 방향으로 구분하여 독립변수로 설정하고 업무성과에 미치는 영향을 분석하고자 하였다. 두 변수간의 인과관계에서 혁신행동을 매개변수로 설정하며 구조적 인과관계를 탐색하고자 하였다.
분석 결과, 첫째, 체념적 침묵은 업무성과에 유의미한 부(-)의 영향을 미치고 순응적 침묵은 유의미한 정(+)의 영향을 미쳤다. 둘째, 수평적 의사소통은 업무성과에 유의미한 정(+)의 영향을 미쳤지만, 수직적 의사소통은 유의미한 영향을 미치지 못했다. 셋째, 혁신행동은 체념적 침묵과 업무성과와의 완전 관계를 매개하였지만, 순응적 침묵과 업무성과와의 관계에서는 매개효과가 존재하지 않았다. 넷째, 혁신행동은 수직적 의사소통과 업무성과와의 관계를 완전 매개하였지만, 수평적 의사소통과의 관계에 대해서는 매개효과가 존재하지 않았다. 이와 같은 분석 결과에 따라 공공조직의 소통문화, 혁신행동을 통한 업무성과 도출을 위한 이론적・정책적 함의를 제시하였다.
In the midst of recent environmental changes surrounding public organizations, an organizational culture that can respond to environmental changes is becoming more important. In particular, the communication culture of an organization affects the organization’s work process, which also affects work performance. On the other hand, in an environment where the scope of application of innovation is expanding, innovation in terms of organizational management is also emphasized. Therefore, this study divided the communication culture of the organization into organizational silence and organizational communication direction and analyzed its effect on work performance. Moreover, the study explored the mediating role of innovative behavior in the causal relationship between the two variables.
Findings suggested that adaptive silence and horizontal communication are positively related to work performance whereas acquiescent silence has a negative relationship. The results also support the significant mediating role of innovative behavior, indicating that vertical communication has an important indirect effect on work performance through its influence on fostering individuals’ innovative behavior whereas acquiescent silence has a negative indirect effect on work performance by weakening the individuals’ innovative behavior.
Based on the results, theoretical and policy implications for deriving work performance through communication culture and innovative behavior in public organizations were discussed.
