이 연구는 정책변동이론 관점(Dunn, 2013)에서 대입제도 변화과정을 조망하였다. 그 과정에서 국내 대입정책의 변화과정이 정책승계에 해당하며 그 과정에 필요한 조직, 법률, 재정 전략이 어느 한 분야에만 치중되는 것이 아니라 모든 차원에서 활발하고 효율적인 개정 및 보완이 이루어져야 정책변동이 가능함을 파악하고자 하였다. 아울러, 빅데이터 분석기법을 통해 언론, 정부, 학계가 이러한 균형을 인식하고 추진하는지 알아보고자 키워드 분석과 토픽 추출을 통한 정책이슈 분석을 진행했다.
그 결과 키워드 및 정책이슈 분석 모두에 있어 언론 및 정부는 대입정책 관련 조직과 해당 조직의 전략과 평가에만 주목한다는 점을 알게 되었다. 반면, 학술계는 이와 달리 프레임이라는 단어가 자주 등장하는 등 거시적 차원에서 접근하려고 하였으나, 구체적으로 대입정책과 관련하여 조직과 법률, 제도 그리고 재정 전략을 구체적으로 다루는 체계적인 접근이 이루어지지 않고 있음을 확인하였다.
이를 근거로 이 연구는 대입정책의 변동과정에서 독립적인 주체로 상호작용을 하고 있는 언론, 정부, 학술계 차원이 중점을 두어야 할 방향성을 제시했고, 대입정책에 관한 조직, 법, 재정측면에서의 이상적 전략이 필요함을 제언했다.From the perspective of policy change theory (Dunn, 2013), the change process of domestic college admission policy corresponds to policy succession, and the organization, law, and budget strategy necessary for the process is not focused on only one field, but policy change is possible only when active and efficient revision and supplementation is made. In addition, policy issues were analyzed through keyword and topic extraction to find out whether the media, government, and academia recognize and promote this balance through big data analysis techniques.
As a result, it was confirmed that in both keyword analysis and policy issue analysis, the media and the government focus only on the organization related to the college admission policy and the strategy and evaluation of the organization. On the other hand, the academic community tried to approach the word frame at the macro level, but it was confirmed that there was no systematic approach to specifically deal with organizations, laws, institutions, and financial strategies in relation to college admission policies.
Based on this, this study suggested the direction that the media, government, and educational circles, who are interacting as independent subjects in the process of changing college admission policies, and suggested that an ideal strategy for college admission policies is needed.
