본고는 1964년부터 1968년까지 박정희 정부가 펼친 중립국 외교의 역사적 전개과정과 그 성격을 밝히고자 했다. 박정희 정부는 군사 정부의 적극적인 중립국 외교의 기조를 그대로 이어받았다. 그러나 1964년 한국군의 베트남파병을 기점으로 중립국 외교는 큰 어려움에 봉착했다. 첫째 한국은 제2차 아시아·아프리카 회의의 초청국에서 제외 당했다. 둘째 한국은 1965년 자유진영의 프랑스가 한국의 베트남파병을 이유로 유엔총회에서 한국문제의 공동제안국에서 빠짐으로써 유엔외교에서 타격을 입었다. 이러한 중립국 외교의 위기에 대한 대응으로써, 1968년 박정희 정부는 유엔총회에서 한국문제의 연례자동상정 지양정책을 실행했다. 이로써 약 20년 동안 한국 정부가 견지해온 유엔외교는 전환점을 맞이했다.This research is a study on the diplomacy of South Korea towards ‘neutral countries’ from 1965 to 1968. The Park Chung-hee government inherited the military government’s active neutrality diplomacy. However, with the South Korean government’s dispatch of troops to Vietnam in 1964, the neutral country diplomacy faced great difficulties. First, in 1965, the South Korean government faced the diplomatic difficulty of being excluded from the list of invited nations to the second Asia-Africa Conference. Second, South Korea suffered a blow to UN diplomacy in 1965 when France, a free camp, opted out from co-sponsoring the Korean issues at the UN General Assembly because of Korea's dispatch of troops to Vietnam. In response to this crisis in neutral diplomacy, in 1968, the South Korean government implemented a policy of avoiding the annual automatic presentation of the Korean affairs at the UN General Assembly.
