본 논문은 조선 후기 악기조성청의 역할에 따른 실제적 운영에 관한 고찰이다. 『인정전악기조성청의궤』(1745), 『경모궁악기조성청의궤』(1777), 『사직악기조성청의궤』(1804)를 통해 악기조성청 사역의 전말을 들여다보고, 운영의 구체적인 실상을 파악해보았다. 악기를 조성하는 일은 궁정의 주요 사안인 만큼 모든 자원을 총동원할 수 있는 우선적 권한이 부여되었지만, 사역에 필요한 인력, 물력, 재력 등은 모두 상시 기관의 협조를 통해서만 운영될 수 있었으므로 악기조성청의 역할은 기관들과의 질서를 유지하며 공조를 유도하여 제반을 경영하는 것이었다. 첫째, 인건비를 마련하여 원역들에게 매월 급료를 지급하는 역할로서, 호조와 병조가 일방적으로 예산 지급을 지연, 삭감하는 일에 대하여 해명하고 설득하는 운영을 통해 예산을 확보했다. 둘째, 악기 제작에 필요한 물자들을 확보하여 공급하는 역할로서, 지방 관청에 하달하여 공물의 형태로 자원들을 납품 받았으며, 대표적으로 경석은 경기감영에서 채옥을 담당하고 안산과 금천에서 수송을 도왔다. 악기 재료로 쓰이는 목재는 화폐로 유통됨이 나타났고 값은 호조에서 지급하였다. 셋째, 공장들이 사용할 도구와 자재들을 구비하는 역할로서, 호조 및 그 속아문들로부터 반납을 조건으로 대여하였다. 물자 공급은 조성청의 설치가 반복되며 절차의 효율적 운영이 나타난다. 넷째, 조성소에 여러 분야의 공장들을 조달하는 역할로서, 여러 기관과 군영 등에서 각양 기술을 가진 공장들을 차출하였다. 당시의 악기 제작은 분업 형태로, 악기 전문 제작자가 아니라 해당 재료를 다루는 공장들을 공정에 따라 맞춤형으로 투입하였다. 이처럼 본 논문에서는 악기조성청의 역할과 그 수행에 있어 유관 기관들의 협조, 운영의 실제적인 면모를 파악할 수 있었다. 악기조성청 사역은 국가의 재정 상태나 지방 관청들의 공물, 공장 및 모군들의 부역 등 사회적 환경과 긴밀한 관계를 통해 역할을 완수할 수 있는 국가적 사업이었다.
This article examines the role and practical operation of Musical Instrument-making Offices in the Joseon Dynasty. Specifically, three texts (uigwe) from the late Joseon period that outline the entirety of the proceedings of the Instrument-making Office were examined, including the Injeongjeon (1745), Gyeongmogung (1776) and Sajik (1804).
The making of musical instruments was an important function of the court, thus significant resources including materials, finances, and manpower were granted to fulfill this priority. However, to maintain order and guarantee success, there needed to be cooperation and coordination throughout the ministry.
First, in order to secure labor costs, two administrative offices, namely, Hojo (office in charge of public payments, taxes, and national finances) and Byeonbu (office of national defense) needed to be convinced of the necessity of the funding and to not delay or reduce the budget payments.
Second, it was essential to secure the materials necessary for musical instrument production; therefore, resources were gathered in the form of offerings from local government tributes. For example, the wood used for the making of musical instruments was circulated as a type of currency paid by the Hojo.
Third, craftsmen required the use of tools for the making of the instruments. These were rented from the Hojo, and subordinate administrative agencies, on the condition that they be returned upon completion.
Fourth, craftsmen from various institutions and military camps were selected to produce the instruments. That is, at that time, the production of musical instruments was done in the form of a division of labor, and craftsmen were assigned to handle the materials according to the necessary processes, rather than giving the tasks to specialized instrument makers.
By examining the documents, details of the roles of the Musical Instrument-making Offices and the practical aspects of cooperation and operation of related organizations were achieved.
