한국 주거 부문은 인구, 공간, 기후, 경제적 차원에서 삼각파도와 같은 복합 위기에 직면하고 있다. 그러나 공급 정책이나 경기 부양책은 여전히 과거의 인구와 도시구조에서 가능했던 패러다임에서 벗어나지 못한 채 과거의 대증 요법을 반복하고 있다. 위기를 극복하기 위해서는 심층의 내외부적 요인들에 대한 근본적인 대안을 찾아야 한다. 주거 체제론적 시각에서 보면, 1가구 1주택의 소유 보편화를 목표로 했던 정책 기조와, 대량 생산-대량 소비의 포디스트 방식에 따라 주택의 대량 공급과 수요자에게 위험을 전가하는 전세 및 담보대출에 의존했던 주거 체제, 용적률 증가나 지하 개발 및 건설 폐기물 처리 비용을 외부화했던 사업 구조의 대안이 필요하다. 경기 변동에서 자유로운 공급과 점유 체제를 구축하기 위해서는 주거 중립성의 관점에서 소유 이외의 선택권을 확대하는 것이 목표가 되어야 한다. 방법론적으로는 주택 등록 의무화와 표준 임대료 제도를 통해 임대차 부문을 제도화하고, 시세 차익에 의존하지 않는 공급과 주거 서비스의 혁신이 가능하도록 공급 생태계를 다변화하며, 이를 뒷받침할 금융 구조를 정비해야 한다. 지속적인 도시화와 인구 증가 및 시세 차익이 과거 자전거의 동력이었다면, 인구 고령화와 기후 위기 시대에 쓰러지지 않을 자전거의 세 번째 바퀴로서 장기 저리의 공급자 금융이 필요하다. 사회적으로는 주택의 상품적 성격에 대한 이분법적 접근을 지양하고 공유 자산으로 성실히 관리해야 한다.The housing Sector in South Korea is facing a polycrisis in demographic, spatial, climate, and economic dimensions. Housing policy, however, remains in the previous paradigm repeating ex post symptomatic treatments. Alternatives will be found through fundamental approach addressing internal and external factors of the crisis in the deeper layer. From a housing regime perspective, the policy goal was omni-ownership, followed by Fordist provision regime and loan-based tenure regime, both depending on capital gain and shifting financial risk to the demand side. Business model excluding the cost of expanding floor-area ratio, underground development, and construction waste will soon face their limits. The new goal of housing policy should be based on tenure neutrality. Methodologically, it is necessary to institutionalize the rental sector, diversify the supply ecosystem independent of price increase, and replace the financial structure with long-term low-interest supplier finance. A bicycle will fall if the continuous urbanization, population growth, and speculative profits discontinue their role as driving forces. To prevent collapsing in the era of aging population and climate crisis, tricycle with the third wheel of long-term, sustainable financing is required. Socially, we need to avoid binary approach to the commodification issue and diligently manage housing as commons.
