본 논문에서는 현대 사회의 민주주의를 규정짓는 대표적인 특징인 대의 민주주의와 참여 민주주의를 중심으로 그 전개 양상 및 특징 그리고 논쟁점을 탐색했다. 논의는 대의 민주주의와 참여 민주주의의 유형과 관련 있는 주요 사상가들의 저술 내용을 바탕으로 전개되었다. 대의 민주주의의 경우, 홉스와 로크 등 사회계약론자들로부터 공리주의자인 밀의 입장을 거쳐 슘페터의 엘리트 민주주의에 이르기까지 논의를 검토하며 특징을 추출했다. 참여 민주주의의 경우, 아테네의 민주주의에서부터 시작하여 페이트만과 바버, 그리고 달의 입장을 차례로 검토하며 그 의미를 분석했다. 논쟁점의 경우 각 민주주의 유형의 한계와 관련되는데, 대의 민주주의에서는 대의의 본질 구현 문제, 정치적 권력의 불평등, 시민 참여의 딜레마를 언급하였고, 참여 민주주의에서는 참여의 형식 설정 문제, 참여의 가능성 제고 문제, 참여 요소의 실질적 구현 문제를 언급했다.This article explores the developments, characteristics, and issues of representative democracy and participatory democracy, two major features of modern democratic systems. The exploration is based on the writings of relevant theorists. Regarding representative democracy, the perspectives of social contractarians such as Hobbes and Locke, utilitarians like Bentham and Mill, and proponents of elite democracy such as Schumpeter are discussed. In the case of participatory democracy, the arguments of Athenian democracy, Pateman, Barber, and Dahl are analyzed. Finally, the issues associated with each type of democracy are examined. For representative democracy, these issues include the realization problem of its representative nature, the inequality of political power, and the dilemma of civic participation. In the case of participatory democracy, the uncertainties in the forms of participation, the problem of enhancing civic participation, and the challenges in the practical implementation of participatory elements are explored.
