통합물관리는 국가와 지역의 새로운 물관리 패러다임이다. 그동안 우리나라의 통합물관리는제도적 기반 마련, 중앙부처 업무 조정을 중심으로 추진되어 왔다. 그러나 선진국의 경험에 따르면, 거버넌스체계의 작동 여부가 통합물관리의 성공을 좌우하게 된다. 이러한 점에서 수자원관련 행정체계 내 기능 재조정에 대한 논의는 매우 중요한 의미를 지닌다. 즉, 다양한 환경변화에 따라 통합관리체계가 효과적으로 작동되고 있는지를 검토해볼 필요가 있다. 이에 본 연구는 전문가 델파이 조사를 활용하여 통합물관리에 영향을 미칠 환경변화를 전망하고, 수자원조사기능의 재설계 방향을 탐색하고자 한다. 델파이 조사 결과, 법・제도・정책환경이 통합물관리에많은 영향을 미칠 것으로 제시되었으며, 관련 기관 간 기능적 조정과 행정・조직체계 개편이 필요한 것으로 나타났다. 이러한 결과는 향후 통합물관리를 위한 정책 설계와 기능 조정에 있어 방향성을 제시할 수 있을 것으로 기대된다.
Integrated Water Resources Management(IWRM) is a new water resources management paradigm. In the meantime, Korea's IWRM has been promoted centering on establishing an institutional foundation and coordinating tasks of central ministries. However, according to the experience of developed countries, the operation of the governance system determines the success of IWRM. As such, discussions on the reorganization of functions within the administrative system related to water resources have a very important meaning. In this regard, it is necessary to review whether the integrated management system is operating effectively according to various environmental changes. The purpose of this study is to predict the environmental changes that will affect IWRM by utilizing the expert Delphi survey and to explore the direction of redesign of the water resources survey function. As a result of the Delphi survey, it was suggested that the legal, institutional, and policy environment would have a great impact on IWRM, and it was found that functional coordination among related institutions and reorganization of administrative and organizational systems were needed. The results of this study are expected to provide directions for policy design and function coordination for integrated water management in the future.
