이 연구는 사회설계자, 대중설득자, 정책조정자, 그리고 조직관리자로서의 대통령 역할이 국정성과에 미치는 영향을 분석하였다. 특히 이 과정에서, 행정부처의 특성과 집권세력의 특성이 대통령의 역할과 국정성과 관계를 조절하는지를 탐색하였다. 공무원 설문조사 자료의 조절회귀분석 결과, 공무원에게 인지된 행정부처와 집권세력의 특성은 대체로 대통령의 다양한 역할수행이 국정성과에 미치는 영향을 완화하거나 강화하는 것으로 나타났으며, 때로는 독립변수의 유의성이 확인되지 않았던 대통령의 역할이 행정부처와 집권세력의 특성을 통해 조절되어 국정성과에 의미있는 영향력을 미치는 결과도 보였다. 조절회귀분석 결과를 기반으로, 향후의 대통령 역할과 국정성과 그리고 이를 조절할 행정부처와 집권세력의 특성에 대해 몇 가지 생각해 볼 지점은 다음과 같다. 첫째, 국정운영에서 대통령의 역할과 국정운영 성과에 관한 것이다. 대통령이 조정 및 합의자 역할, 대중설득자 역할을 온전히 할 때 사회구성원 간 발생하는 갈등이 줄어들 수 있으며, 이를 통해 국정성과를 더욱 제고할 수 있는 정책공간이 열릴 가능성이 커질 수 있다. 둘째, 정치와 행정 간 관계에 대한 재음미이다. 비록 관료와 행정부처가 독자적으로 정책을 결정하지 않는 상황에서도 이들은 대통령의 역할 수행과 상호작용하면서 국정성과에 영향을 준다. 즉 정치와 행정은 일원적 혹은 이원적 관계를 가질 뿐 아니라, 서로 상호작용하고, 이러한 상호작용의 양태가 국정성과에 영향을 줄 수 있다. 주기적으로 교체되는 정권을 뛰어넘어 보다 안정적 성과를 담보할 수 있는 고위공무원 및 직업공무원제의 모습에 대한 논의가 필요해 보인다. 셋째, 관료와 행정부처에 대해 대통령과 집권세력이 민주적 통제를 어떻게 할 것인지에 대해 자율성과 전문성을 고려한 심도있는 고민이 필요하다.
This study analyzed the influences of the president’s roles as social planner, public persuader, cleavage conciliator, and administrative president on the performance in achieving presidential agendas, usually established at the time of inauguration. Of special interest was the moderating effects of the characteristics of the executive ministries such as autonomy and politicization, and of the ruling power such as the level of citizen trust and political interventions on executive processes. The results of moderation regression analyses showed that the characteristics of the ministries and ruling power generally mitigated or strengthened the impact of the president’s roles on the performance in achieving presidential agendas indeed. In some cases, the role play of the president became a statistically significant variable for the performance for presidential agendas only as it was moderated through certain characteristics of the executive ministries and the ruling power. Based on the results of the moderating regression analyses, we could draw some implications for improving the performance for presidential agendas. First, the president’s roles as public persuader and cleavage conciliator are particularly important for the performance for presidential agendas. Presidential roles as an effective persuader and conciliator would help reduce conflicts in the society, which could then open up a larger policy space for carrying out presidential agendas. Second, as the president’s role is moderated by the characteristics of ministries, politics and administration are not only dichotomous but interacting. While the ways they interact could affect the performance for presidential agendas, it puts forth a research question. What would be a form and characteristics of senior executive system or career civil service system in general to secure stable performance across changing political regimes? Third, as the president and ruling power have exercised stronger democratic control over ministries and administrative agencies, a legitimate concern is also raised concerning the autonomy and professionalism in the executive branch. Balancing or harmonizing the democratic control with professional autonomy has become evermore important for nurturing of the government bureaucracy in S. Korea.
