NATO forces seem to find the core of military cohesion in 'interoperability'·NATO forces are pursuing 'standardization' by dividing the area into procedural, technical, and human areas for interoperability. Among these standardization areas, NATO forces define the core of the procedural area as the 'alliance doctrine'.
Unlike NATO, a multilateral alliance, the ROK-U.S. alliance, which has been maintained as a bilateral alliance, has a considerable level of interoperability capability without realizing it in many areas. However, the 『CFC PUBLICATIONS(PUB)』, which serves as a combined doctrine(alliance doctrine) according to the Combined Delegated Authority(CODA), requires further development in several aspects, compared to the alliance doctrine of the NATO military.
In this study, the following promotion procedures and plans are proposed based on the NATO military's alliance doctrine development system and alliance doctrine system. First, both Korea and the United States must agree on the need for the development of the combined doctrine of the ROK-U.S. alliance and conclude related agreements. Second, on the basis of these agreements, an organization for the development of united doctrine in the united domain is formed. Third, establish a system for the development of united doctrine within the united domain. Fourth, establish the united doctrine system and write the united doctrine.
The meaning of this study is that it is possible to further strengthen the military cohesion of the ROK-US alliance and increase the efficiency of the operation of the ROK-US combined force by seeking the development of the united doctrine. In addition, if this study is carried out, it will be an opportunity to once again confirm the spirit of mutual respect of the alliance in the process of developing the united doctrine through formal consultations and agreements between the two nations Key words : the Korea-U.S. alliance, combined doctrine, PUB, NATO, interoperability
