본 논문은 인천을 대상으로, 첫째로 근대 권번의 역사적 변천 과정을 살펴보고, 다음으로 인천 권번의 존재 양상을 지역사회와 권번 조직, 그리고 권번과 기생의 관계를 통해 그 특징을 고찰하였다. 이 연구를 통해 다음과 같은 사실을 알 수 있었다.
첫째로, 근대 인천에서는 용동기생조합소를 시작으로 권번으로서는 용동권번→소성권번→인항예기권번→인화권번(합자회사)→인천권번(주식회사)의 순서로 역사적으로 변천하였음을 확인할 수 있었다. 권번에는 상시 30명 이상의 기생이 소속하였으며, 겨울철에는 70명 정도로 수요에 따라 증가하였다. 체제적인 변천으로 봤을 때 1935년에 권번이 합자회사로 전환되었고 이후로는 점차 일본 내지의 교육 체제를 도입하는 등 일본식 경영 방식에 따르는 경향을 보였다. 이후 1938년 주식회사로 전환되면서는 인천부에서 오랫동안 활동한 위원을 중심으로 경영진이 구성되면서, 과거 포주가 기생을 착취하는 권번의 악습에서 벗어난 새로운 조직으로 재편된 한편으로 조선인 권번이 인천부의 감시와 통제를 쉽게 받을 수 있는 조직적 구조를 가지게 되었다고 할 수 있다.
둘째로, 일제강점기 동안 인천에서는 한 권번만이 설립이 허가되었다. 해당 지역의 권번에 반드시 기적을 두고 영업을 해야야 한다는 일제강점기 기생령 아래, 기생들이 인천에서 활동할 수 있는 권리를 줄 수 있는 유일한 권한을 가진 권번은 점차 유흥공간에서 독점적 권한을 행사하게 되었다. 1920년대 이후 향락지로서 급속하게 발전한 인천의 유흥공간에서 동기를 교육하고 기생을 요리점이나 지역 행사 외에도 공연에 기생을 파견하는 에이전시 역할을 하면서 막대한 돈을 축적하였다. 한편으로 권번의 주도적인 활동으로는 볼 수 없으나 지역사회와의 관계 속에서 기생들의 자선 연주회를 주최하는 등 지역사회를 위한 활동을 전개하기도 하였다.
셋째로, 권번 내 기생 육성과 관련해서는 인천 권번에서는 일찍이 동기를 받고 전통가무를 비롯한 기생 교육을 실시하였으나, 1920년대 중반 이후 주요 공연 레퍼토리는 서양 댄스로 변화하였고, 전통 예능보다는 신식 가무 교육에 힘을 쏟은 것으로 확인되었다. 합자회사가 된 인화권번 이후에는 일본어, 위생, 기모노 입는 방법, 일본 연예 지도 등에 중점을 두고 규약을 개정하면서 권번 내 기생 교육은 일본식으로 완전히 전환하였다.
마지막으로 권번과 기생의 계약 관계에서는 용동권번 시절부터 일본인의 자금을 이용하여 전차금을 주고 기생을 데리고 오는 포기제도가 이용되고 있었던 상황을 확인할 수 있었으며, 그 외에도 기적만 내주고 자유영업을 하는 계약 방식도 확인되었다. 이러한 권번 내 기생 교육과 계약 방식은 평양기생학교나 군산의 소화권번과 비교했을 때 일본식 권번 제도의 영향을 쉽게 받아들인 특징이 나타났는데 전통적 기생 육성 문화, 그리고 권번과 기생 간의 신뢰, 노련한 기생의 부재가, 권번이 포주 독점 체제로 운영될 수 있었던 요인으로 볼 수 있다.
This study examined the establishment and transformation of modern Gwonbeon(Gisaeng managiment agency) in Incheon, and then examined the existence of Gwonbeon as a modern organization through the relationship between Gwonbeon organization and Gwonbeon Poju(抱主) and Gisaeng(妓生) in relationship with the local community. Through this study, the following facts were found.
First, in modern Incheon, starting with the Yongdong Gisaeng Association(龍洞妓生組合), it was confirmed that the number of gwonbeons changed historically in the order of Yongdong Gwonbeon(龍洞券番)→Soseong Gwonbeon(邵城券番)→Inhang Gwonbeon(仁港藝妓券番)→Inhwa Kwonbeon(仁和券番, joint venture)→Incheon Gwonbeon(仁川券番, stock company). Gisaeng always belonged to more than 30, and increased to about 70 in winter according to demand. In terms of the change in the organizational system, Gwonbeon was converted into a joint venture in 1935, and thereafter, there was a tendency to follow the Japanese management method, such as gradually introducing an education system in Japan. Later, in 1938, when it was converted into a stock company, the management was organized around members who had been active in Incheon for a long time.
Second, only one Gwonbeon was allowed to be established in Incheon during the Japanese colonial period. Under the Japanese colonial era Gisaeng ordinance, which stipulated that Gisaengs in the region must operate with miracles, Gwonbeon that was the only one with the right to give Gisaeng the right to operate in Incheon, gradually exercised monopoly authority in the entertainment space. Since the 1920s, Gwonbeon accumulated a huge amount of money in the entertainment space of Incheon, which developed rapidly as a pleasure spot. On the other hand, Gwonbeon held activities as an organization in the local community, such as hosting charity concerts for gisaengs in relation to the local community.
Thirdly, Incheon Gwonbeon was motivated early and provided gisaeng education including traditional singing and dancing, but since the mid-1920s, the main performance repertoire has changed to western dance, and it has been confirmed that the focus was on new singing and dancing education. After Inhwa Kwon Beon, which became a joint venture, the rules were revised with an emphasis on Japanese language, hygiene, how to wear kimonos, and guidance on Japanese entertainment, and the gisaeng education within Kwon Beon was completely converted to Japanese style.
Lastly, regarding the form of contracts between Gwonbeon and Gisaeng, it was confirmed that the giving up system was being used since the days of Yongdong Gwonbeon, in which Japanese funds were used to give advance money and bring Gisaeng. These Gisaeng training and contract methods within the Gisaeng school showed a prominent feature of easily accepting the influence of the Japanese-style Gisaeng system compared to Pyongyang Gisaeng school(平壤妓生學校) or Sohwa Gisaeng school in Gunsan(群山昭和券番). The absence of can be seen as a factor that allowed Gwonbeon to operate as a pimp monopoly system.
