코로나19에서 경험하였듯이 투명한 정보공개는 백신의 사회적 수용성과 방역당국 정책 수용성을 높이는데 있어서 매우 중요하다. 불투명한 가운데 안심시키려고만 하는 수준의 정보제공이나 또는 부정적인 정보의 차단은 오히려 백신 거부나 백신 주저(vaccine hesitancy)로 연결되기도 한다. 본 논문은 코로나19와 같은 전염성 질병의 확산에 있어서 방역당국의 정보공개에 대한 신뢰나 불신이 미치는 영향을 분석하였다. 각 주체의 상호작용을 고려하기 위하여 행위자기반모형(Agent Based Model)을 개발하여 가상의 팬데믹 발생 상황을 가정하였다. 각 행위자가 신뢰에서 비신뢰 유형으로, 또는 그 반대로의 전환이 동태적으로 전개되면서 전체 시스템 내에서는 복잡계가 발생할 수 있음을 보여주고 있다. 방역당국 정보공개에 대한 신뢰확보는 향후 팬데믹 발생 시에 정책신뢰로 연결될 수 있는 중요한 전제 조건일 것이다.
Transparency and consistency in information disclosure by government are critically important in preventing diffusion of infectious disease from the outset. Intransparent and assuring attempts would lead to vaccine denial and vaccine hesitancy. This paper develops an agent-based model to examine the possibility of complexity emergence when agents exhibit belief or disbelief in response to information disclosure by government body. Adaptive belief system is designed to consider the evolutionary learning process of each agent and their interactions within the system. The result shows that chaotic complexity in the belief can be generated which eventually leads to low efficacy of preventive measures. In the future, recovery from agents’ belief through transparent and non-exclusive channels is the first step to prevent the infectious diffusion.
