지방소멸대응기금의 조성을 통한 재정지원과 행정통합이 논의되고 있는 한국의 현실은 단지 수도권 이외의 지역을 차별하고 낙후된 곳으로 일률적으로 매도해버리는 차별표현으로서 지방에만 국한된 문제가 아니다. 지역소멸 또는 지방소멸은 한국의 전체적인 인구감소로 인해 모든 지역에서 발생하는 문제가 될 수밖에 없으며, 현재 수도권에 있다고 해서 영원히 비켜가거나 피할 수 있는 문제로 본다면 한국 전체 지역의 공멸을 면할 수 없다고 생각한다. 지방위기 극복을 위한 대안으로 행정통합과 지방재정의 법적 제도 개선과 쟁점은 지방분권과 균형발전이 가지는 장점과 단점의 함수를 찾아내는 것과 같다고 본다. 광역자치단체 중심의 행정구역개편과 아울러 기초자치단체 간의 행정통합은 상호협력적 관계로 발전될 수 있도록 해야 한다. 또한 광역자치단체 간의 통합으로 발생하는 자치단체의 입법고권을 어느 정도 수준으로 보장할지는 법률의 문제만으로 보기에는 통합으로 거대화된 광역자치단체의 위상에 맞지 않다. 장기적인 관점에서 무수히 많은 논의가 필요하지만 우선 행정구역개편과 관련되어 지방자치법 및 지방분권법에 광역자치단체 간의 통합절차와 설치 등에 관한 법적 근거를 마련할 필요가 있으며, 지방재정의 측면에서는 세입분권의 수준을 더 올리기 위한 세입 이전 방식의 재정조정제도의 도입을 고민할 필요가 존재한다. 그리고 지방자치단체의 재정에 있어서 사회복지비용의 비중이 크고, 지방재정의 경직성을 강화하는 제도적 기재가 된다는 점에서 복지비용의 국고 부담 증가나 지방자치단체의 자체세입을 확보를 위한 세제 및 복지비용부담구조의 개편이 이루어져야 한다.
The reality of Korea, where financial support and administrative integration through the creation of a local extinction response fund is being discussed, is not a problem limited to the provinces, which means areas other than the metropolitan area. Local or local extinction is bound to be a problem that occurs in all regions due to the overall population decline in Korea. If we consider it as a problem that has nothing to do with the metropolitan area, I think it is inevitable that the entire region of Korea will disappear. As an alternative to overcome the local crisis, the issue of administrative integration and legal system improvement of local finance is the same as finding the function of the advantages and disadvantages of decentralization and balanced development. Administrative district reorganization centered on metropolitan governments and administrative integration among local governments should develop into mutually cooperative relationships. In addition, considering the level of legislative authority of local governments that arises from integration between metropolitan governments is only a matter of law, it does not fit the status of metropolitan governments that have grown in size due to integration. Innumerable discussions are needed from a long-term perspective, but first of all, it is necessary to prepare a legal basis for the integration procedure and installation of metropolitan governments in the Local Autonomy Act and the Local Decentralization Act in relation to the reorganization of administrative districts. In terms of local finance, there is a need to consider the introduction of a tax revenue transfer-type fiscal adjustment system to further raise the level of tax decentralization. In addition, since social welfare costs account for a large portion of local government finances and can serve as an institutional basis for strengthening the rigidity of local finances, the tax and welfare cost burden structure should be improved.
