본 연구는 지역 과학문화 활성화를 목적으로 2020년 추진된 ‘과학문화 지역거점센터’를 연구범위로 하여 지역거점센터 운영진 대상으로 설문조사와 FGI를 통해 주요 이슈를 도출하였다. 이에 더해 향후 지역 중심의 과학문화 활성화를 위한 정책대안 제시를 위해 전략수립시에 활용하는 STP 전략의 분석틀을 적용하여 다음과 같은 7가지의 정책목표를 제시하였다. 구체적으로는 1) 지역 주도의 정책 수립, 2) 지역거점센터의 중간자 역할 확립, 3) 다양한 과학문화주체 발굴, 4) 과학문화 활동 여건 개선, 5) 지역 특성을 반영한 과학문화 콘텐츠 발굴, 6) 지역혁신 주체들의 네트워크 확산, 7) 과학문화 향유 기회 확대를 도출하였다. 이러한 정책목표 달성을 위해 지역 주도의 과학문화 정책의 설계, 과학문화 관련 법・제도 구축을 통한 지역 과학문화 활동 추진 근거 마련, 지역 내・외 혁신 주체들의 연계협력 구축, 지역 고유의 특성을 반영한 지역 과학문화 프로그램 개발, 지역 과학문화 산업 활성화 등의 정책대안을 제시하였다. 본 연구는 정책문제의 식별, 정책목표 도출, 이를 달성하기 위한 구체적인 정책대안 제시를 통해 우리나라 과학문화를 지역단위로 진단하고, 지역 주도의 과학문화 활성화 방안을 탐색적으로 조망하였다는 점에서 의의가 있다.
Local scientific culture policy is a new alternative to overcome the overall crisis of local extinction, including local industry, local economy, and local education due to the decrease in local population. Although there are partial studies on regional science and technology innovation, this study is meaningful because there is an absolute lack of specific research and proposals on regional science culture led by the region.
Therefore, this study has the purpose of deriving an improvement plan for revitalizing local scientific culture by analyzing the operation status of the local center. To this end, the following seven policy goals were presented by applying the framework of the STP strategy. Specifically, 1) establishment of locally driven policies, 2) establishment of the mediator role of centers, 3) discovery of actors of scientific culture, 4) improvement of conditions, 5) discovery of contents, 6) expansion of networks, and 7) expansion of opportunities for sharing were selected.
In order to achieve these policy goals, it is necessary to establish a basis for promoting scientific culture activities of local governments through the establishment of laws and systems, and to enhance the understanding of scientific culture by those in charge of local governments. Specific policy alternatives, such as the need to share tasks and local infrastructure, were presented. The novelty of this explaratory study can be found in several points including the identification of specific policy problems, the presentation of policy goals, and the presentation of specific policy alternatives to achieve those goals.
