국제사회를 패닉에 빠지게 한 코로나19는 시민들 간 특정 인종・문화와 연계한 제노포비아 현상을 보인다. 다문화사회에 진입한 지 오래되었으나, 다문화에 대한 인식이 여전히 낮은 한국에게는 이러한 현상이 기존의 문제점을 더욱 악화한다. 이에 본 연구에서는 사회자본과 다문화수용성의 관계에서 감염병 안전 인식의 조절효과를 대선 전후로 비교하고자 하였다. 연구결과에 따른 정책적 제언은 다음과 같다. 첫째, 대선 전후의 사회적 거리두기 정책에 대한 상반된시민 반응으로, 정책 시행 전후의 시민 인식 변화에 대한 파악이 필요하다. 재난 상황에서의 정부 대응과 성과에 대한 평과는 정치적 성패로 이어질 수 있다. 이때, 다문화와 감염병의 개념이 정치적으로 남용된다면 또 다른 사회갈등으로 번질 개연성이 있다. 둘째, 시민의 안전불감증을 경계하되 지나친 안전염려증으로 이어지지 않게 해야 한다. 특히, 모든 외국인을 ‘감염병 위험인자’로 간주하지 않는 정책이 필요하다. 셋째, 다문화와 이주민 정책 담당 부처의 폐지 추진은 시민의 다문화수용성에도 영향을 미칠 수 있다.
The COVID-19, which caused panic in the international community, showed a phenomenon of xenophobia associated with specific races and cultures among citizens. Although Korea has been a multicultural society for a long time, the low awareness of multiculturalism exacerbates existing problems. In this study, we aimed to compare the moderating effect of infectious disease safety awareness on the relationship between social capital and multicultural acceptance before and after the presidential election. The policy suggestions based on the research results are as follows. First, due to the mixed civic response to the social distancing policy before and after the presidential election, it is necessary to understand the changes in civic awareness before and after the implementation of the policy. The evaluation of the government's response and performance in disaster situations can lead to political success or failure. At this time, if the concepts of multiculturalism and infectious diseases are politically abused, there is a possibility of leading to another social conflict. Second, it is necessary to be wary of citizens' insensitivity to safety without leading to excessive safety concerns. In particular, a policy is needed that does not consider all foreigners as 'infectious disease risk factors'. Third, the push to abolish the government department responsible for multicultural and immigrant policies can also affect the citizens' multicultural acceptance.
