본 연구는 코로나시대 북한이탈주민의 사회적응 강화 방안을 제시하려는 것이다. 북한이탈주민이 2016년 11월 3만 명의 시대로 진입하면서, 그들의 사회 부적응 사례가 사회 이슈화되기 시작하였다. 특히 2019년에 있었던 북한이탈주민의 모자 자살 사건과 재입북 사건은 정착지원시스템의 효과에 의문을 제기하기도 하였다. 따라서 코로나시대 북한이탈주민들의 일상생활은 더욱 취약한 상태에 직면할 가능성이 높을 것으로 판단되기 때문에 이에 대한 심층조사를 통해 사회 적응 강화 방안을 모색해 보고자 한다.
북한이탈주민에 대한 심층조사의 결과는 먼저, 사회·경제·심리적 측면에서 매우 취약한 상태에 직면하고 있었다는 사실을 보여 준다. 탈북민은 사회적 고립과 경제적 위기 및 심리적 고독감과 우울증 등으로 취약한 상태에 직면해 있었다. 둘째, 코로나시대 정부지원과 관련해서는 정부의 의료 대응과 현금 지원을 긍정적으로 받아들이고 있었다. 셋째, 정부의 정착지원과 관련해서 정착금을 비롯하여 교육과 의료 및 주거 지원에 고마워 하는 것을 알 수 있었다. 넷째, 북한이탈주민은 사회적응을 위한 가장 우선적인 정부 정책으로 탈북민을 이방인으로 바라보는 인식 개선을 들고 있으며, 이외에도 의료·교육·취업 지원 시스템의 강화와 확충을 희망하고 있는 것으로 나타났다.
북한이탈주민에 대한 정착지원 정책은 과거 ‘보호’에서 현재 ‘자립과 자활’로 변화하고 있다. 정부는 탈북민의 사회 적응 강화를 위해 다양한 정착 지원 정책을 운용 및 관리하고 있으며, 이에 대한 반응도 긍정적으로 평가되고 있다. 그러나 북한이탈주민의 사회 적응을 강화하기 위한 지원 정책은 이제는 거시적 차원보다는 미시적 차원에서의 체계적 지원을 원하는 것으로 보인다.
This study aims at suggesting measures to consolidate North Korean defectors’ adjustment to Korean society. As North Korean refugees amounted to 30 thousands in November 2016, their maladjustment cases began to become social issues. Especially, a North Korean defector mother and son suicide case and a reentry into the DPRK case in the year 2019 raised doubts about the effect of the settlement support system. Futhermore, in the COVID-19 pandemic period, it is highly potential that the defectors’ everyday lives will face weaker situations than before. So, through deep investigation, this study will search for ways to strengthen the refugees’ adjustment to Korean society.
First, the deep investigation reveals that North Korean defectors have been in very vulnerable in social, economical and psychological aspects. They have been facing social isolation, economical crisis and psychological loneliness and depression. Second, they have positively accepted government support including medical reponse and cash aid during the pandemic. Third, they have affirmatively responded to the settlement support, especially educational, medical and housing aid. Fourth, North Korean defectors pointed out the top priority government policy should be the improvement of recognition by not looking down on them as strangers. Besides, they hope medical, educational and job support system will be reinforced and expanded.
The settlement support policy is changing from the past ‘protection’ to the present ‘self-rleiance and self-support.’ The government maintains and manages diverse support policies for the defectors’ adjustment to the society and the results are assessed positively. Now, the support system to consolidate North Korean refugees’ social adjustment should be systematic on a micro dimension rather than a macro one.
