본 연구의 목적은 OECD 국가의 민주주의 발전상황을 분석하여 우리나라의 민주주의를 더 공고할 시사점으로 얻는 것이다. OECD 국가에서 장기간 높은 수준의 민주주의를 구축하고 계속 유지하게 만드는 주요 변인은 무엇인지를 찾으려 하였다. 선거민주주의, 자유민주주의, 참여민주주의, 숙의민주주의, 평등민주주의라는 5개 유형을 결합하여 민주주의 발전의 복합지표를 구축하였다. 본 연구는 민주주의의 발전에 관한 기존 연구는 의회와 정부의 영향력을 검증하면서 소수의 변수만을 이용한 점, 장기간의 시계에서 민주주의 발전을 고찰하지 못한 한계를 극복하려고 하였다.
특히 1961년부터 대통령제와 의원내각제 간 민주주의 발전의 평균 점수는 차이가 컸다. 동유럽의 민주화 이후인 1991년부터 그 차이가 급격히 줄어들었다. 한국의 경우, 예상된 민주주의의 발전과 그 격차가 OECD 국가 중 두 번째로 컸다. 우리나라의 민주주의를 더 발전시키기 위해 국회와 정부는 같이 정의롭고 평등한 사회 만들기에 매진하고, 시민사회 및 정당은 의회 및 정치의 역할과 기능 활성화에 노력해야 한다.
The purpose of this study is to analyze the democracies of advanced OECD countries and to obtain implications for strengthening Korea's democracy. The paper seeks to find out the key variables that enable OECD countries to establish and maintain a high level of democracy over a long period. Electoral democracy, liberal democracy, participatory democracy, deliberative democracy, and egalitarian democracy are combined to establish a composite index of democratic development. This study attempted to overcome the limitations of existing studies on the development of democracy, such as using only a small number of variables while verifying the influence of parliament and the government, and failing to examine the development of democracy over a long period.
Especially, there is a big difference in average scores between the presidential system and the parliamentary system from 1961 to the pre-democratization of Eastern Europe in 1991, the gap gradually narrowed. In Korea, the gap between the expected development of democracy and the gap is the second largest among OECD countries. For the development of democracy, the National Assembly, along with the Korean government, should participate in creating a just and equitable democratic society and strive to develop democracy when it performs its proper role and function in the activities of political parties and parliament along with civil society.
