정말로 한국에서 정당에 충성하는 의원들이 공천을 더 잘 받을까? 이 논문은 의원들의 정당 충성도와 함께 소속 정당과의 이념 거리, 제도적 요인 등을 주요 독립변수로 설정하여 어떠한 요인들이 21대 총선에서 공천과 공천 유형 결정에 어떠한 영향을 미치는지, 이러한 영향이 정당에 따라 어떻게 다르게 나타나는지 분석하는 것을 목적으로 한다. 본 연구의 분석 결과는 다음과 같다. 첫째, 더불어민주당에서는 20대 국회 후반기에 정당 충성도가 높은 의원일수록 21대 총선에서 공천받을 가능성이 높게 나타났다. 둘째, 미래통합당에서는 20대 국회에서 상임위원회 지도부로 활동한 의원들과 특수재 상임위원회에 배정된 의원들이 그렇지 않은 의원들에 비해 21대 총선에서 공천받을 가능성이 높게 나타났다. 셋째, 경선과 단수공천(전략공천)이라는 선택지를 고려했을 때 더불어민주당에서는 의원들의 이념을 중요하게 고려한 반면에 미래통합당은 의원들의 선수를 중요하게 고려했다는 점이 드러났다. 본 연구는 한국의 주요 양대 정당이 공천 결정 과정에서 서로 다른 계산과 전략적 고려를 한다는 점을 경험적으로 보여주었다는 점에서 의의가 있다.
Are lawmakers who have high party loyalty more likely to be nominated in South Korea? This paper aims to analyze which factors affect nomination and nomination type decisions in the 21st general election and how these effects differ depending on the party by setting the lawmakers' party loyalty, ideological distance from their parties, and institutional factors as major independent variables. First, in the Democratic Party, lawmakers with higher party loyalty in the second half of the 20th National Assembly were more likely to be nominated in the 21st general election.
Second, in the Future United Party, lawmakers who served as standing committee leaders in the 20th National Assembly and members assigned to the standing committee for targeting constituents were more likely to be nominated in the 21st general election than lawmakers who did not. Third, it reveals that the Democratic Party considered lawmakers' ideology important, while the Future United Party considered lawmakers' seniority crucial in the decision stage of nomination type.
This study holds significance as it empirically demonstrates the distinct calculations and strategic considerations made by the two major political parties in Korea during the nomination decision process.
