건강한 인구구조는 사회 구성원의 삶을 실체적으로 대변하므로 사회의 지속가능성을 높인다. 그러나 우리나라는 OECD 회원국가 가운데 합산출산율이 가장 저조하면서도 문제 인식이 부족한 국가로 보여진다. 이것은 여성이 출산을 회피하고, 젊은 청년들이 결혼 적령기가 되었음에도 불구하고 결혼에 대한 계획을 현실화시키지 못하고 있는 부분을 심각한 사회의 도전으로 인식하지 못하고 있기 때문이다. 이 주장을 연장하여 문제의 심각성은 우리나라가 현실적으로 출산율 감소하여 노령층의 인구가 지속적으로 증가하고 있는 가운데 도서(섬) 지역의 인구감소에 대하여 효과적으로 대응하지 못하고 있다는 점이다.
이 연구에서는 섬 지역이 갖는 노령화와 출산율 감소에 따른 인구 위기를 섬 지역의 소멸 위험지수에 근거하여 판단하고 이 문제가 갖는 위험을 해소할 수 있는 현실적인 대안으로 관광객 유치를 해결책으로 제시하였다. 현실적으로 관광객 유치가 갖는 의미가 무엇인가?의 함의를 파악하기 위하여 섬 지역의 인구 1명이 지역에 미치는 경제적 효과를 기존의 다양한 연구를 통하여 수집된 자료에 근거하여 소비력을 산출하였다. 이를 대체하기 위하여 섬 지역은 몇 명의 관광객을 유치해야 하는가? 이 문제에 응답하기 위하여 분석을 실시한 결과 주민 1인당 지역 내 소비 대체에 필요한 관광객 수는 대표적인 섬 지역을 중심으로 다음과 같이 나타났다. 주민 1인당 지역 내 소비 대체에 필요한 관광객 수는 신안군의 경우 숙박 관광객 17명 또는 당일 관광객 48명, 또는 숙박 관광객 8명과 당일 관광객 25명으로 나타났다. 완도군의 경우 숙박 관광객 31명 또는 당일 관광객 85명, 또는 숙박 관광객 14명과 당일 관광객 46명으로 나타났다. 진도군의 경우 숙박 관광객은 29명 또는 당일 관광객 수는 80명 또는 숙박 관광객 13명과 당일 관광객 42명으로 나타났다. 이러한 자료에 근거하여 섬 지역의 주민 1인이 감소했을 때 위 규모의 관광객을 유치함으로써 소비액에 대한 관광대체 효과를 유발할 수 있다.
지역의 인구감소에 대한 대응전략으로 관광객을 유치하기 위한 방법은 크게 네 가지를 제시하였다. 첫째, 섬 지역에 관광객을 유치하기 위한 가장 용이한 접근방법은 음식 기반 여행을 섬 지역에 확신시키는 것이다. 음식은 인간 생활에 필수적이며 방문 문턱을 낮추는 데 즉시적인 효과를 낼 수 있다. 품질 좋으면서도 적정한 가격이라면 더욱 저렴하다면 이를 마다할 방문객은 없을 것이다. 둘째, 섬 지역이 가지고 있는 자원을 바탕으로 지속가능한 자연환경 기반 학습여행을 상품으로 제시할 수 있을 것이다. 이것은 도시와 차별화된 섬 지역의 확실하면서도 차별화된 자산이기도 하다. 이것이 효과를 내기 위해서는 교육청과 이 프로그램을 인증할 수 있는 심화된 접근이 요구된다. 셋째, 섬 지역에 진지한 여가를 향유할 수 있는 배움의 장으로써 섬 마을 학교를 운영할 수 있을 것이다. 여기에는 요리학교, 대안학교, 치유학교, 소금과 식생을 포함한 기후환경학교 등이 포함될 수 있다. 넷째, 어르신의 통증, 어린이와 성인의 아토피를 치료할 수 있는 해양기후요법 적용 테마파크를 설치할 필요가 있다. 이것은 규모에서 적정 수요를 파악하고 이를 확장하는 방법으로 접근할 필요가 있다.
The purpose of this study was to seek a realistic approach to respond to the population crisis in Korea’s island regions. In this study, the population crisis caused by aging and declining birth rates in island areas was judged based on the extinction risk index of island areas, and tourist attraction was presented as a radical approach as a realistic alternative to resolve the risk of this problem. In order to understand the implications of what attracting tourists realistically means, the consumption power of one person on an island was calculated based on data collected through various existing studies on the economic effect on the region. How many tourists should the island region attract to replace this? As a result of an analysis conducted to answer this question, the number of tourists needed to replace local consumption per resident was as follows, focusing on representative island regions. In the case of Shinan-gun, the number of tourists required to replace local consumption per resident was 17 overnight tourists or 48-day tourists, or 8 overnight tourists and 25-day tourists. In the case of Wando-gun, there were 31 overnight or 85-day tourists, 14 overnight tourists, and 46-day tourists. In the case of Jindo-gun, there were 29 overnight or 80-day tourists, 13 overnight tourists, and 42-day tourists. Based on these data, when the number of island residents decreases, attracting the number mentioned above abovementioned tourists can cause a tourism substitution effect on consumption. In order to respond to regional extinction, this study proposed solutions through tourism as follows.
Firstly, the most straightforward approach to attracting tourists to islands is to convince them of food-based tourism. No visitor will refuse if the quality is good and the price is reasonable.
Secondly, based on the island regions’ resources, it will be possible to present a sustainable natural environment-based learning trip as a tourism product. This is also a definite and differentiated asset of the island area, which differs from the city.
Thirdly, it will be possible to operate an island village school as a place of learning where people can enjoy serious leisure time on the island. This may include cooking alternative, healing, and climate and environment schools, including salt and vegetation.
Lastly, there is a need to establish a theme park that uses marine climate therapy to treat pain in the elderly and atopy in children and adults. This needs to be approached by identifying appropriate demand at scale and expanding it.
