본 연구는 최근 증가하는 드론 테러의 현황과 특성을 살펴보고 이를 토대로 정책적·기술적 대응 방안을 모색하고자 수행하였다. 이를 위해 START 연구소에서 제공하는 GTD(Global Terrorism Database)를 이용하여 2016년 10월부터 2021년 6월까지 발생한 드론 테러 데이터 296건을 대상으로 분석하였다. 연도별 드론 테러 발생 현황, 지역별 현황, 드론 테러 공격 유형, 피해 유형 등 드론 테러의 일반적 현황을 파악하고, 주요 변수와 사상자와의 관계를 확인하기 위해 교차분석을 수행하였다. 주요 분석 결과는 다음과 같다. 첫째, 드론 테러는 주로 중동과 북아프리카 지역을 중심으로 발생하고 있으며 2016년 이후 드론 테러는 꾸준하게 증가하였다. 둘째, 드론 테러는 폭발을 동반한 공격과 단일한 형태의 공격이 주를 이루었다. 셋째, 드론 테러로 인한 민간과 군·경의 피해 양상이 지배적인 것으로 확인되었다. 넷째, 도심지 외부보다 내부에서 발생하는 드론 테러의 사상자 비율이 높았고, 단일 공격에 비해 복합적인 공격이 발생한 경우 더 많은 사상자를 야기한 것으로 나타났다. 민간과 군·경을 대상으로 하는 드론 테러의 경우 사상자의 비율이 높은 것으로 분석되었다. 분석 결과를 토대로 테러 관련 데이터 중심의 연구 방법의 전환, 폭발물 탑재 드론 공격에 대한 분석과 대비 필요, 드론 공격에 대한 피해 심각성 홍보 강화, 도심지 내 군, 경찰 등 국가중요시설 안티드론 방어시스템 구축 필요, 드론관리법 및 대드론 방어를 위한 특별법 제정 등의 법제도 개선, 국가테러데이터분석센터 설치 등을 제언하였다.
This study was conducted to examine the current status and characteristics of drone terrorism that have recently increased and to explore policy and technical countermeasures based on this. To this end, 296 drone terrorism data that occurred from October 2016 to June 2021 were analyzed among the GTD (Global Terrorism Database) provided by the START National Consortium in Malyland University.
The basic status of drone terrorism by year, regional status, drone terrorist attack type, and damage type was analyzed, and the relationship between them and casualties was cross-analyzed. The main analysis results are as follows.
First, drone terrorism occurs mainly in the Middle East and North Africa, and it has been analyzed that drone terrorism has steadily increased since 2016. Second, drone terrorism had many attacks accompanied by explosions and a single type of attack. Third, it was confirmed that the damage to the civilian, military, and police was dominant due to drone terrorism. Fourth, the proportion of casualties of drone terrorism occurring inside was higher than outside the city center, and it was found that a complex attack caused more casualties than a single attack. In the case of drone terrorism targeting the private sector, the military, and the police, it was analyzed that the proportion of casualties was high.
Policy suggestions were made based on the analysis results. It was suggested to change research methods centered on terrorism, analyze and prepare for explosive drone attacks, strengthen publicity for the severity of damage to drone attacks, establish an anti-drone defense system for important national facilities such as the military and police in urban areas, improve the legal system, such as the drone management law and the enactment of a special law to defend against anti-drone, and establish a national terrorist data analysis center.
Above all, this study is meaningful in that it expanded the scope of terrorism research by raising the need for statistics on drone terrorism and the need for data research related to drones. Starting with this study, we hope that various follow-up studies related to drone terrorism will continue.
