The government of R.O.K under unique Korean political situation, has used military forces to elongate certain regime and created undemocratic atmosphere by allowing soldiers to heavily take part in politics, which never satisfied diverse political desires of our people ever since its foundation.
Especially, the 3rd & 4th republic, outcome of coup d'etat committed on May 16th and two ages of dictatorship, and the 5th republic, result of military government's reappearance on October 26th during anarchy, have engendered serious conflict and resistance between citizen and military by suppressing social freedom. Nevertheless, NGO began to extensively aggrandize along with improving self-consciousness of the public, after gaining the right of ideology, doctrine, expression, assembly and speech as results of democratic struggle took place on June 1987. Subsequently, current activity of NGO, the influential group that focuses on rationally criticizing the government, has reached the top, due to its fast growth.
Although NGO couldn't surface under the information monopoly that the national military had for the security reasons because the relation between South and North Korea was brutally hostile in the past, current uprising of self-awareness of the public and prevailing diversity in our society is starting to tear down the sacred realm of the military by attaining informative democracy and endowing people the right to know.
On the same context, after analyzing several cases of recent hot military issues such as withdrawal of operations control during the wartime or moving Pyoung-Taek American base, the military realized that they need to convert their paradigm on viewing NGO on one hand, and the NGO also acknowledged that they too need reasonable alterative plan based on profound speciality at the end of their criticism towards government on the other hand.
The immature way of conducting agreement, lack of understanding in NGO, and the superiority in possessing informations are the main factors that can be blamed for ongoing dispute and reasons why NGO is framed up for resistance oriented activity, even before government produce issues related to national defense.
Unlike the non military original NGO, which has positive aspect by accomplishing alternative missions that national policy cannot touch, the contemporarily military NGO resists and conflicts with national defense policies. To overcome the conflict between the military and NGO, a shift in paradigm of military approaching their NGO is urgently needed. Thus, the military should now acknowledge the presence of the military NGO and start to refresh the public by opening various seminars and forums that explain and debate sensitive and heavy policy. The military should now accept the axiom that unless they argue over military NGO, they can never persuade people.
Unfortunately, neither side has solid specialty and alternatives on their proposals. while refutation for opposing opinions are variously developing. Compromising the two side without reducing either side's satisfaction remains hard task for the Korean military.
In this aspect. the following suggestions of overcoming serious discordance between NGO and the military is revisable.
о Construct proper system that can cope effectively with NGO.
о Make partnership with NGO to reach compromise in ever circumstances.
о Bring NGO up to idealistic level so as to support national defense service.
о Devise policies by arduously aiding NGO.
о Promote consensus of clearly opening policies, which do not violate military security regulations, to public.
о Enact NGO provisions to encourage their activity under constitution of law and form particular committee.
о Cooperate with NGO by sustaining consistency on national defense policies and expedite them with strategical thinking which is rational as well as flexible.
о Further uplift people's reliance and clarity on military service by not only setting, but also expanding systematized military service and consigning general military administration to civil organizations.
The military should now comprehend that if they cannot talk over the NGO, no manifest ways of prevailing upon the citizen exist; thus making effort in forming companionship with NGO is explicitly needed for the military. Only when NGO and the military both accomplish their own functional role in sound way during carrying out national defence policies, the national defense of R.O.K in future ought to be solid than ever.
