It has been 10 years since Korean government set the Foreign Investment Promotion Act (FIPA) to over come Asian financial crisis by promoting foreign investor. During these years, there were many revolutionary foreign investment cases and many new policy related to foreign investment have been created. Furthermore, Business environmentand living environment also have been changed to meet international level.
This thesis first writes the concept and introduction background of the Foreign Direct Investment (FDI). In addition to this, it introduces FDI model countries, England, Ireland, the Netherlands, Singapore, and China, world's top 3 country in FDI. After that, it compares with Korean FDI policy to find out negative side-effects of FDI and finally give suggestions to maximize the positive side-effects of the FDI.
In addition to this, it introduces successful and unsuccessful cases of FDI to find out factors of it by cases. This data used to maximize positive side-effect of the FDI by finding out negative side-effects of FDI. The negative side-effects divideinto system factor and external factor. If it is system factor, it divides again into three. Those are regulation factor, spreading related organizations responsibility, and reverse discrimination to domestic company.
The external factors are divided into six. Those are labor condition, politics, economy, social conditions due to North Korean nuclear condition, business and living conditions for foreign investor, anti-public emotion to foreign investor, local government leaders' election purpose, and high price of industrial land. Improvement plan including policy have been suggested upon six factors which have been mentioned above. To improve policy factor, this thesis suggests educating experts in negotiation, training experts in foreign investment promotion, strengthening one-stop service to foreign investor, necessity of publicizing information between related organizations, strategic promotion plan, and continuing to improve living and business conditions. It finally writes efficient operating plan of free economic zone by using the case of Busan-Jinhae Free Economic Zone and suggestions to overcome anti-public emotion to foreign investor.
