 The interest in Medical Tourism has been growing more than ever and the number of medical tourists has been on the increase in Korea since the attraction of foreign patients was permitted and the government designated tourism as a higher value-added business of 17th new growth business engine.

Medical Tourism is receiving attention as a promising business with its job creation effects and growth potential because it has longer length of stay and higher expenses for staying than general tourism. Also leading medical tourists countries in Asia such as Thailand, Singapore and India have been fostering the Medical Tourism Industry under full support of the government and active efforts by civilians since they selected it as their national strategic industry 10 years ago.

Despite the fact that Korea has potential to develop Medical Tourism. with its advanced medical technology and far lower medical expenses than those of Japan and America. it hasn't been activated enough yet due to the lack of development of medical tour packages and infrastructure for international promotion marketing.

Busan especially shows a poor comparative performance on inviting foreign patients despite its excellent medical technology. medical infrastructure and natural tourist attraction. So this research shows the analysis of the success factors drawn through the successful cases of leading Asian medical tourists countries like Thailand, Singapore, India and state of domestic medical tourism. Additionally, this analyzed the state of Medical tourism and competitiveness of Busan and sought for the way to active it.

1. The active participation of Medical institutions which treat patients in person is important. They should make agreements about medical treatment with world-famous insurance companies and try to attract foreign patients by building health care service system not to make them feel inconvenient.

2. We should focus on marketing through developing specialized medical tour packages that can catch the tourists' eyes and securing price competitiveness by conducting market research about the medical field and the price of medical treatment of the targeted nations.

3. Communication problems between doctors and patients should be solved to avoid any inconvenience.

4. It is required to validate technical standards and stability from reputable organizations to secure the reliability

5. It is needed to discover and foster the agency specializing in attracting foreign patients with expertise and competitiveness of global network.

6. We should increase online promotions. Since popularization of internet and expansion of smart phone market, have strengthen search engine service. it is needed to focus on promotion and marketing using online service.

7. It is necessary to improve the brand image of Medical tourism by fostering representative hospitals like Bumrungrad international hospital in Thailand and Parkway hospital in Singapore.
