The purpose of this thesis is to analyze the effects of types of welfare states and welfare generosity on social expenditure. Especially, it focuses the composition of social expenditure. Total public expenditure has grown recently, but it is not sure to improve the quality of welfare system. It is more important to confirm and plan how to spend. Also, it focuses on welfare states system and welfare generosity, not micro-factors. Different types of welfare states have their philosophies of political economy, resulting in different welfare systems and policies. Welfare generosity shows the quality of welfare, especially it is measured universality and appropriateness of welfare system. Thus, this paper researches empirically the effects of types of welfare states and welfare generosity on social expenditure through SUR(seemingly unrelated regression) model, focusing on OECD 18 countries from 1980 to 2011.
According to empirical findings, the public social expenditure of liberal welfare states is the lowest and the expenditure of social democratic welfare states is the highest. The public social expenditure of christian democratic welfare states is halfway between social democratic and liberal welfare states. The results about composition of two types of social expenditure are insignificant, however.
Meanwhile welfare generosity increases significantly the public social expenditure and the cash spending. Specifically the welfare generosity of unemployment insurance and public pension increase the public social expenditure. The welfare generosity of unemployment insurance and public pension increases the composition of cash spending in the public social expenditure. In contrast, the welfare generosity of sick pay insurance increases service spending. Thus, the relative composition of welfare spending is different depending on the types of welfare states system and the level of welfare generosity.
The results have a though-provoking about the expenditure composition. Also, the more the welfare system is generous, the more the public social spending increases, not private spending. However, this paper considers 18 countries of OECD, which can be clearly classified in the three types of welfare states. The results have difficult to generalize in other countries. The future research should include emerging Asian countries, Southern Europe, and Southern American in order to better understand the types of welfare states and welfare generosity on social expenditure.
