In the modem society, it is the very common universal right for the public to enjoy the variety of cultures. And also the cultures can develop and enrich human being's lives depending on its creativity and innovation. Therefore every local governments all over the world are implementing supporting 'The Local Culture policies' to boost their own culture and resolve the inequality of culture experiences.
Our country chose 'the regional culture foundation' as a institution for the way of fulfillment of the nation and the local government's culture policies. The reasons are the foundation's properties. That is it can have the public characters in their function to give public services and it can have multiple functions related to the culture through the fund raising as the independent institution. Those are foundations' benefits.
'Culture and Art Foundation' is the institution which acts synthetic supporting for boost culture and art. So its ultimate object is let the local people enjoy the variety of culture events through widen chances of experiences cultures and to help the local artists with extract their cultural potential creativity. However we noticed the foundation just supply the places and do as mid messenger for the nation government's cultural programs. And it can't make the local own culture events for the development of culture. It is very passive not active. It means that it shows many limitations.
One of these foundations is Changwon culture and art foundation. It should cover the population of Changwon, Masan and Jinhae. Actually Cangwon is intergrated city a few years ago. So the population is 1,080,000, 34 % of Kyungnam province. It should run Sungsan art hall, 3.15 art center in Masan, and Jinhae civic center. We expect it can have a role as not the fundamental but metropolitan culture center. Actually since it has been started with just running of Sungsan art hall, it is focused on the management of the facility and contract business not development of culture and arts policy and business of their own. Therefore there is lacking function of intergrated founation's roles.
Thus, in this paper three local culture foundations were surveyed. Those are Kyung-gi foundation, Buchon foundation and Changwon foundation. The first one is the first metropolitan culture foundation in Korea and shows the prominent on fund raising, culture project and research or survey of culture. And the second one accomplishes on folksy culture events and development a variety culture events. And the Chanwon foundation is the first intergrated fundamental culture foundation.
Those are compared in the management of human resources and organization, fiscal management, designated manager system (spcified through a change in the basis of Japanese culture by the acceptance of the system administrator). So it extracted the parts necessary for role performance of Changwon Cultural Foundation. As a result, it was organized in the following manner, separated by a short and long-term challenges to improve operational Changwon Cultural Foundation.
