The sharing economy is an attempt to improve the efficiency of resource utilisation by jointly sharing idle capacity through interpersonal lending and transactions. With the development of information and communication technology, online platforms and social networking systems, the sharing economy platform began to take shape.
The most prominent and growing sharing economy platform in the world is related to the tourism sector. The vehicle sharing platform Uber and accommodation sharing platform Airbnb have grown into a global company that threaten traditional industries by expanding their business based on attracting largescale investment. The rapid growth of the sharing economy in the tourism sector is due to the advantages of the sharing economy being linked to the characteristics of the tourist products. The announcement of the "Digital Single Market Strategy for Europe" by the European Commission in 2015 mentioned the concept of a sharing economy and suggested a full-fledged policy enactment of a sharing economy.
Sharing economy platforms have appeared in various fields in Korea. Vehicle sharing companies such as SOCAR and Green Car are expanding their businesses based on the capital of large corporations. However, most of the sharing economy platforms have limited growth in the initial start-up stage.
Various types of sharing economy platforms are spreading around the world. However, the definition of industry, policy concept and institutional standards for a sharing economy and sharing economy enterprises are still insufficient.
There is a growing debate on the fairness of sharing economy enterprises in metropolitan cities where sharing economy platforms are rapidly spreading. The main point of this controversy is the legality of a sharing economy, such as the illegality of sharing economic enterprises and the non-payment of taxes. This newly emerging economic activity is not aligned with the laws that deal with traditional economic sectors. As competition with companies in a similar industry becomes more visible, problems arise due to the application of laws and lawsuits. It is difficult to judge a sharing economy and to apply regulations because the definition of a sharing economy and that of sharing economy enterprises are still unclear.
This study examines the status of the sharing economy by discussing its historical background, business models, and economic aspects. In addition, based on the case study of sharing economy operations in Europe and Korea, this study suggests institutional and policy directions for the vitalisation of the sharing economy.
