20세기 중반 이후 정부관료제가 막강한 권력을 배경으로 정치적 기관으로서의 역할을 수행하고 있음에도 불구하고 의회나 정치적 집행부가 이를 제대로 통제할 수 없는 현실은 정치적 민주주의와 관련하여 많은 논란을 야기해왔다. 본 연구에서는 정부관료제의 책임과 통제 확보를 통해 관료제와 민주주의 간의 조화를 모색하는 여러 제도적 방안들의 논리적ㆍ현실적인 가능성과 유용성 및 한계를 이론적으로 검토하고, 정부관료제의 정당한 역할(legitimate role)을 규명한다. 본 연구에서 검토된 관료제 통제의 제도적 방안들은 관료들의 자기이익 추구활동과 재량을 허용하되 그것이 사회전체의 집합적 이익에 기여할 수 있도록 하는 접근(①대표관료제, ②다원주의적 조직편성, ③시민참여, ④성과주의 인사)과 관료들의 자기이익 추구활동과 재량을 제한함으로써 정부관료제와 민주주의의 조화를 추구하는 접근(①관료행위지침 정교화, ②엽관인사, ③민간위탁)으로 구분된다. 본 연구는 정부관료제의 역할 증대가 민주주의 이념과 본질적으로 상충된다고 보거나 정부관료제를 사회적 부담으로 간주하는 기존의 가치전제에서 벗어나, 정부관료제를 사회문제 해결을 위한 유익한 사회자산으로 적극 활용하려는 인식의 전환이 요구된다는 점을 강조한다.
