의사결정자의 분쟁의 시작 결정은 분쟁 결과에 대한 예상에 의존하고 있다. 따라서 분쟁 결과에 영향을 미치는 요인들은 모두 분쟁의 시작 결정에도 관련이 되고 있다. 국제정치에서의 의사결정자는 분쟁 발발 전의 공개 정보 영역에 속하는 국력 비교를 통해 분쟁 발발 결과(승리 확률) 예측해 볼 수 있다. 본 연구에서는 분쟁 이전 공개 정보 영역에 속하는 국력 요인을 분쟁승리확률로 산출하였다. 분쟁승리확률은 국내정치 체제 및 국력 비교 자료를 근거로 하는 계량 모델에 의해 획득되어지며, 이 확률은 분쟁 결과에 대한 예측 가능한 정보(공개 정보)를 대표하고, 예측 불가능 정보(비공개 정보)를 의미하는 불확실성과 상호 작용하여 분쟁 시작 의사결정에 영향을 미치게 된다. 국제분쟁 데이터(MID: Militarized Interstate Disputes Data Set)를 통해 분쟁승리확률은 분쟁 결과 모델의 결과를 통해 측정되고, 불확실성은 각국의 동맹 구조에 의해 측정되어진다. 측정값을 토대로 통계적 검증을 실시해 본 결과 분쟁승리확률은 기하급수적으로 분쟁시작 결정을 이끌고 있으며, 불확실성이 커질수록 그 영항력도 커지고 있다. 이 결과는 이란과 이라크간의 1950년부터 1982년까지의 분쟁 발발 패턴에 대한 설명을 제공해주고 있다. 이러한 통계적 검정 및 사례 분석 결과는 분쟁 시작 의사결정이 분쟁 시작 전의 정보의 한계라는 상황하에서 정책결정자들의 합리적 선택임을 알 수 있게 해준다.
