지구 거버넌스는 시민권에 대한 양대 시각인 국가중심주의와 공동체중심주의 그리고 지구시민사회와 일국 수준의 시민사회 간의 관계를 일원론의 관점에서 보느냐와 이원론의 관점에서 보느냐를 양축으로 하여 4개의 유형으로 구분해 볼 수 있다. 그런데 이들 유형은 각기 고유의 논리적, 경험적 한계를 내포한다.

따라서 앞서 살펴 본 지구 거버넌스의 제 유형 가운데 어떤 것이 지구화 시대의 사회적 요구에 보다 더 적실성이 높을 것인가의 문제는 전적으로 맥락적 관점에서 평가하고 이해해야 한다. 이는 선험적으로 어느 등식의 논리적 구성 양식이 보다 더 호소력이 있다는 식으로 규정할 성질의 것이 아니라 구체적으로 시간과 공간의 구조적 특성이 한정되는 경우에만 비로써 이를 토대로 어느 유형의 지구 거버넌스가 보다 더 소구력이 있는지의 여부를 평가할 수 있을 것이기 때문이다.
