초록보기

북한은 이명박 정부가 출범한 이후 남한정부에 대한 비난 및 위협수준을 높이고 있다. 하

지만 남한정부는 이에 무응답으로 일관하였고 이에 북한의 협박수위는 점점 높아지고 있다.

특히, 북방한계선(NLL)을 비롯한 광명성 2호의 발사는 군사적 위협의 수준을 넘어 동북아

지역에 심각한 안보위협요인으로 작용하고 있다. 북한의 로켓발사 이후 이를 규탄하는 유엔

안보리 15개국의 의장성명이 채택되면서 북한은 6자회담 무효화를 일방적으로 선언하였다.

여기에 덧붙여 한국의 PSI 참여선언에 대해 이것이 노골적인 선전포고이며 서울이 군사분계

선으로부터 불과 50㎞ 안팎에 있다고 하면서 위협을 가하고 있다. 이에 따라 북한의 위협을

성공적으로 관리하는 것은 한국의 국정과제들 중 최대로 중요한 과제로 부각되었다.

북한이 고조시키고 있는 위협행위들이 군사적인 도발로 이어질 것인지 여부를 예측하는

것은 쉽지 않다. 여기에는 군사적인 도발을 함부로 할 수 없는 도발불가능성의 변수들도 있

기 때문이다. 가장 중요한 것은 한국자체의 군사력과 미국의 군사력이 동맹국의 연합된 군

사력으로서의 한미연합방위체제이다. 상호신뢰와 원칙을 통한 한미연합방위체제의 결성은

향후 한미 양국간의 안보협력 뿐 아니라 북한의 군사적 위협을 효과적으로 차단할 수 있는

버팀목이 될 것이다.

The North Korean raises the standard of nuclear threat and the blame on the

South Korean government since the launch of the Lee Myung-bak government

last year. The Lee Myung-bak administration's toughened policy to corner

Pyongyang to give up its nuclear weapons, which was countered by North

Korea's virtual ultimatum to sever practically all ties with the South Korea.

Especially, North Korea's missile tests are reminder of the menace posed by the

Kim Jong Il and the grave threat its possession of long-range missiles pose to the

security of South Korea and East Asia.

The decision to enrich uranium and missile tests are in clear defiance of the

Security Council, The 15-nation council of United Nations Security Council has

proposed a strongly worded presidential statement as a possible alternative to the

resolution. After that North Korea proclaimed six-party talks inefficiency. The

actual effect is that north Korea verified it could not intimidate the South Korea

directly. Consequently, In addition to discussing security issues, the South Korean

ministers tried to mend security risk from North Korea.

Many experts and politicians are trying to predict provocation of North Korea ,

but these predictions are very uncertain. Because, an act of war is hampered by a

variety of restrictions. First and most importantly, the governments of the South

Korea and the U.S. have officially emphasized the continuation of the alliance.

As a result, it is time for South Korea and the U.S. to work to restructure the

ROK-U.S. alliance to fit the newly-changed security environment. The restructuring of the alliance will be the first step in the process of ROK-U.S.

relations and for establishing a peace on the Korean peninsula.
