빌바오 구겐하임미술관(Guggenheim Museum Bilbao)은 일명 ‘구겐하임효과’라고 부를 정도로 침체된 산업도시 빌바오를 일약 문화예술도시로 바꾸는데 결정적인 역할을 담당하였다. 빌바오는 이제 많은 관광객들의 관광목적지가 되었을 뿐 아니라 도시 재생의 성공적인 사례로 손꼽히게 되었다. 포스트모더니즘적인 대형 금속물은 빌바오의 현재와 미래를 대변하고 있는 것 같고, 옛 공장지대는 빌바오 메트로폴리-30(Bilbao Metropoli-30)과 빌바오 리아 2000(Bilbao Ri?a 2000)을 통하여 매력적인 공간으로 변모되었다. 그러나 이러한 가시적인 성과 이면에는 대형 프로젝트의 문제점 또한 만만치 않은 것이 사실인데, 우선은 미술관 유치 과정에서부터 드러난 철저한 비밀주의와 탑 다운 방식이 민주주의의 원칙과 절차를 심각하게 위배하고 있다는 점에서 그러하다. 또한 지방정부의 정책이 이익 창출과 성장 위주라는 도시 기업주의의 특성을 그대로 담고 있어 지역적 편차를 초래하고 있다는 점에서도 그러하다. 아울러 예산 편성이 몇 개의 대형 프로젝트 위주로 이루어지면서 균형 있는 문화예술의 발전이나 형평성에는 맞지 않는다는 점이 그러하다. 특히 빌바오 구겐하임미술관의 경우 미국 구겐하임 재단의 분관이라는 구조적 특성으로 인하여 ‘구겐하임’이라는 브랜드파워에 상당히 의존하고 있고 ‘맥구겐하임(McGuggenheim)화’가 계속될 경우 차별화에 있어서도 적지 않은 어려움이 예상되고 있다. 따라서 빌바오가 진정한 의미에서의 문화예술도시로 성장하기 위해서는 앞서 언급한 문제점을 극복해 나가야 할 뿐 아니라, 바스크 지역문화에 대한 이해와 소통이 전제되어야 한다고 여겨진다.The Guggenheim Museum Bilbao, called as “Guggenheim Effect”, played a great role to transform the stagnated industrial city of Bilbao, and tipped the balance to leap into the cultural city of arts. Bilbao becomes famous tourists’ destination and identified as a good example with regenerated city. On the one hand, the great metalwork with post-modern styles in Bilbao seems to represent the present and the future, ‘Bilbao Metropoli-30’ and ‘Bilbao Ria 2000’ changed the city into a fantastic public spaces on the other hand. However, the situation is not positive one. Beyond these visual successes, there discovered many problems with these great projects as well. For example, the process in inducing of museum was operated by secret such as a top-down decision-making method with an undemocratic procedure. the second problem is that the policy in local government was likely to be operated as private company(Urban entrepreneurialism) chased for only profits and growth without much consideration of public good and might draw a distinction among local areas. Even the compilation of the budget got problems, which was too focused on a few and great projects, it could not bring a balanced development with other cultures. Moreover, structurally the terms of ‘Guggenheim’ in ‘Guggenheim Museum Bilbao’ is followed the ‘Guggenheim Foundation’ in America(under a branch of it) for earning brand-power. it could bring ‘McGuggenheim-ization’ and might fail to differentiate with it. Conclusionally and through this thesis, I strongly argue that Bilbao must overcome these obstacles(mentioned above) for building more balanced and developed cultural city of arts, together with understanding of, or communication with the local culture of ‘Basque’.
