민주노총 소속 노조들은 오래 전부터 산별노조전환을 목표로 해왔는데 이런 목표는 일정한 성과를 거두어서 금속노조, 공공노조 등 여러 산별노조들이 나타났다. 이 연구에서는 다음과 같은 문제제기를 하고 그에 대한 실증연구를 한다. 첫째, 산별노조전환에서 노조별 차이를 가져오는 구조요인은 무엇이 있는가? 둘째, 각각의 구조요인은 산별노조 전환 촉진과 저해 중 어떤 영향을 미치는가? 셋째, 산별노조 전환에 영향을 미치는 노조의 행위자요인은 무엇이 있는 가?

실증분석 결과를 종합하면 다음과 같이 요약할 수 있다. 첫째, 구조요인이 산별노조 전환을 촉진 또는 저해하는 영향을 미친다. 둘째, 산별노조 전환과 관련하여 행위자요인으로 노조운동지도부의 전략적 선택, 기업별노조의 활동성과 다른 노조의 산별노조 전환이 영향을 미친다.셋째, 산별노조 전환에서 민간부문과 공공부문 특성이 해당 부문 노조에게 영향을 미친다.이 연구는 다음과 같은 점을 시사하고 있다. 첫째, 한국 산별노조 전환에서 목적의식성, 전략적 선택이 한 역할에 대해 제한적으로 해석해야 한다. 둘째, 이 연구는 행위자요인이 산별노조 전환에 영향을 미칠 수 있음을 보여주고 있다. 여기에서 행위자요인은 단지 개별조직이 갖고 있는 요인만이 아니라 해당조직이 속해 있는 상급단체, 해당조직이 관계를 맺고 있는 다른 조직의 영향도 포함한다. 셋째, 한국 노조 약화에 따라 과거와 같이 산별노조 전환이 많이 이루어지기 어렵기 때문에 현재와 같은 산별노조 전환, 미전환 노조 공존상태가 당분간 지속될것으로 보인다.

Aiming to transfer from its enterprised based structure to the industrial based

for long years, some of unions affiliated to the Korean Confederations of Trade

Unions(hereafter the KCTU) such as metal industry unions and public sector

unions have finally succeeded in building industrial based union structure.

The transformation related factors were divided into two groups, structural and

actor factors. Furthermore, internal and external factors of unions were taken into consideration. Sample sizes are 277 unions from metal and public sectors including both those which already have succeeded in transferring to industrial unions and those which have not yet transferred. This study used event history analysis method.

The result showed that firstly, structural factor facilitates or impedes the transformation to industrial unionism. Secondly, the actor factor, the strategic

choice by union leaders, the level of activism of each enterprised unions, and the success of transformation of other unions influenced in transferring to industrial unionism. Lastly, the transformation of unions varied by sector, the private and public sector.

The result of this study has important implication in that, firstly, the strategic

choice played a limited role in transferring to industrial unionism in Korea.

Secondly, however, actor factor has influenced in transformation. Actor factor in this study includes not only each individual enterprise level union but also the umbrella federations and the other organizations in relations to the each union.

Thirdly, unions taking transformation process would not as many as before due to the weakening influential power of Korean labor union movements and for a while those unions which already joined industrial union will coexist with others of enterprise based.
