This paper focuses on one of the unintended consequences of an educational reform aimed at transplanting a foreign model onto a local one, or more specifically, the results of imposing the American educational model upon Korea. To scrutinize widely spoken claim that Korean education is but a replica of American model, two instances are examined: university governance and American style admission officers.

In Korea, when it comes to the establishment of a university system, local forces have exerted tremendous efforts at resisting the outright imposition of a foreign model. SNU is clearly not a mere carbon copy of an American public university in terms of governance. Recent attempts to impose an American admissions officer system is also lacking in one essential feature. The key issue is not whether admissions officers are highly trained experts. But it is something to do with the notion of essential freedom of a university including extensive use of subjective materials in selecting students. In short, both American style external governance at SNU and the so-called American style admissions officer program have clearly resulted in superficial similarities, whilst the core structural realities have remained unchanged.

이 글은 미국의 교육모형을 한국에 이식하려는 개혁의 의도하지 않은 결과를 보이기 위한 글이다, 한국의 근대교육이 미국 모형의 모방이라는 주장이 공공연하게 등장하고 있다. 이 주장을 검토하기 위하여 두 사례의 국내 도입 과정을 검토하였다. 해방 후 서울대학교 설립 과정에서 도입된 거버넌스와 최근 소위 “입학사정관제”이다. 최근 서울대 법인화가 마지막 입법 단계에 도달되었다. 이 법인화가 실 미군정청 교육국 부국장인 천원 오천석 박사가 서울대 창설 때 도입하고 한 거버넌스 이다. 반대 세력은 교수자치를 지키려 했으나 천원은 이를 식민고등 잔재로 보고 뿌리부터 청산하고자 하였다. 교육법이 제정될 때는 미국식 아니며 일제 잔재도 아닌 중앙교육의 통제 장치가 관철되었다. 이를 시정하려는 것이 최근 법인화 시동이다. 미국 입학사정관제는 학생선발의 자유 등 양도 할 수 없는 대학의 자유를 전제한 제도이다. 또 특권을 암묵리에 보장한 장치가 주관 준거 활용이다. 한국은 선발 자유도 없고 주관 자료도 사용 못한다. 무늬만 입학사정관제로 정착할 것이다. 두 사례는 미국모형을 이식하려 해도 토착 교육세력에 포섭되고 있음을 잘 보여준다.
