Karl Polanyi demonstrated the process of the "double movement" whereby extensive movements of the self-regulating market generated counter-movements to protect society in the nineteenth century Europe. This article aims to uncover the process in the case of the industrial paternalism based on so-called the idea of the buon padre in the nineteenth century Lombardy-Venetia in northern Italy. Providing the various examples of many intellectuals and industrialists from Gian Domenico Romagnosi to Alessandro Rossi, this article seeks to answer three basic questions as to what form the process assumed, why it assumed such a form, and where it was directed.

First, intellectuals and industrialists proposed an Italian path to industrialization, invoking the rural institutes such as community, church and family and the paternalistic values. They reinterpreted the relation between capital and labour as that between father and his sons, and mobilized the traditional values and institutes. Indeed, these endeavors reflected their greatest attention on social control as well as economic development. Second, the knowledge that big industry might bring about undesirable proletarian masses and social conflicts in industrial England made it possible for them to assert the socially committed standpoints, the idea of the buon padre and the industrial paternalism. Third, while the industrial paternalism gave birth to an unique industrial culture in Lombardy-Venetia, it also could appear wherever big industry tended to destroy the traditional social structures and relations.

To sum up, the industrial paternalism in the nineteenth century Lombardy-Venetia will be a good case to illustrate the existence of the "double movement" in a specific way in Italy. Attention must be paid to the fact that in the case of the industrial paternalism in Lombardy-Venetia, a movement for social protection was in itself, not against, a movement toward capitalist market economy. In addition, this case throws new lights on the specific forms of capitalism and the relations between capitalism and social problem or social welfare in a broad historical context.
