지난 10년 동안 한국 사회에서 병역거부에 대한 많은 논의가 진행되어왔지만, 병역거부자의 감옥행과 이를 해결하기 위한 대체복무제를 넘어서서 사회운동으로서의 병역거부 ‘운동’에 대한 연구는 거의 이루어지지 못했다. 본 논문은 지난 10년간의 한국 병역거부의 역사를 ‘사회운동’으로서 접근했으며, 그 속에서 이 운동이 가졌던 평화운동으로서의 지향과 성과를 분석했다. 한국 병역거부운동 내부에 존재했던 ‘양심의 자유’와 ‘반군사주의’간의 긴장관계를 주요한 분석의 틀로 삼아 내부의 긴장이 어떤 방식으로 표출되었는지를 드러냈다.
한국 병역거부운동은 외국 활동가로부터 제안을 받은 평화운동가들을 통해서 2000년에 시작될 수 있었다. 소수종파에 대한 사회적 편견은 운동 초기에 상당한 장애요인이었지만, 오태양을 비롯한 정치적 병역거부자의 등장을 통해 병역거부가 일부 종파만의 것이 아니라는 것을 보여줌으로서 극복할 수 있었다. 한국사회에서 병역거부운동은 많은 가능성을 가졌으나 강고한 군사주의로 인해 ‘대체복무제 개선’에 집중할 수밖에 없었고, 반군사주의 측면의 문제의식을 일정부분 제한하는 타협이 운동 내부에서 이루어졌다. 그러나 운동이 진행되면서 이 타협에 긴장이 발생했다. 제도화된 대체복무제가 평화운동과 큰 연관을 가지지 않을 수도 있다는 문제의식을 활동가들이 갖기 시작했기 때문이다. 또한 시간이 흐를수록 다양한 신념을 가진 정치적 병역거부자가 등장했던 것 역시 이 긴장을 더욱 팽팽하게 만든 요인이었다. 정치적 병역거부자들은 피해자가 아닌 저항의 주체로서 스스로를 규정하고, 대체복무제를 넘어서는 언어와 실천을 만들어갔다.
하지만 이러한 내부의 긴장관계가 온전하게 드러나진 못했는데, 대체복무제 개선이라는 목표가 가진 현실적 시급함 때문이었다. 대신 운동은 대체복무제 개선운동의 담론을 확장하고, 매체 사업이나 퍼포먼스 등을 통해서 평화운동의 지향을 표현해갔다. 대체복무제 개선이 계속 연기되는 상황 속에서 한국 병역거부운동은 대체복무 이상의 의제를 만들어내지는 못했지만, 성역화 되어있었던 징병제와 군대에 대해 저항하는 주체들을 가시화시켰다는 점과 국가 폭력에 대해 새롭게 사유할 수 있는 언어를 만들었다는 점에서 평화운동으로서 큰 의의를 가진다고 평가할 수 있다.The movement for conscientious objection to military has always been a hotly debated topic for the last 10 years. Yet most of the studies on the movement focused on the propriety of criminal punishment on conscientious objectors(COs), and few approached it as a social movement. This study analyzes the conscientious objection movement in South Korea as a peace movement. This study examines tensions between the two orientations of the movement, 'freedom of conscience' and 'anti-militarism' and pays a close attention to how the movement confronted militarism.
Conscientious objection to military emerged as a form of social movement quite late in South Korea. Peace activists were given a proposition to take up the cause of COs from foreign activists, and they succeeded in making the sufferings of COs a public issue. In the beginning, the prejudice on Jehovah's Witnesses, a minor sect in the Christian community, was a huge obstacle to the movement. However, with the emergence of political COs such as Oh Taeyang, activists could reinforce their argument that objection to military is a universal act of conscience, not something unique to a minor religious sect. But the rigid militarism of Korean society forced them to focus on demanding a reform of the alternative service system, compromising the ideals of anti-militarism.
This compromise created some tensions within the conscientious objection movement. Activists came to realize that the alternative service system might have little things to do with peace movement. The emergence of political COs who based their objection on a variety of causes also helped increase the tensions. They identified themselves as agents of resistance, not victims, and took actions beyond demanding institutional reforms. Yet, the dominance of the immediate goal of pushing through those reforms within the movement deterred these tensions from finding a full outward expression. The activists instead tried to extend the scope of political discourse of the movement, and ran anti-militarism campaigns from time to time.
The movement has failed to draw up new agenda and action plans that are not confined to demanding a reform of the alternative service system, largely because the government has long refused to do it. Meanwhile, there are somethings to be evaluated the achievements of conscientious objection movement as a campaign of anti-militarism. First of all, it has raised questions about state violence. It was actually the first social movement in South Korea that questioned the legitimacy of the monopoly of violence by the state. Moreover, the movement succeeded in positioning COs as 'upright objectors', creating a crack in the compulsory military system.
