｢한국노동패널조사｣ 자료와 ｢교육－노동시장 생애경로조사｣ 자료를 이용하여 분석한 결과,1997년 외환위기 이후 증가해 온 교육프리미엄이나 동 기간 기술진보와 관련된 교육프리미엄은 능력의 효과라기보다는 교육의 효과를 반영하는 것으로 나타났다. 또한 1982년 졸업생(본고사 세대)에서 1992년 졸업생(학력고사 세대), 그리고 2002년 졸업생(수학 능력 세대)으로 올수록 대학입학 선발과정에서 능력의 중요성은 감소되어 왔으며, 노동시장에서의 능력에 대한 보상(수익률)도 1982년 졸업생의 경우 가장 높게 나타나고 있다. 결국 최근 교육은 주로 생산성 향상 기능을 수행하는 반면에 시그널링으로서의 기능은 약하다고 볼 수 있으며, 현상적으로 볼 때 현재 한국의 교육 및 노동시장에서 진행되는 기술진보의 성격은 능력편향적이 아니라 숙련(학교교육)편향적으로 이루어지고 있으며, 이는 기술 진보가 급격히 이루어지고 있는 국제적 환경에서 볼 때 바람직한 방향이라고 볼 수는 없다.

Evidence from the Korea Labor & Income Panel Survey and the Multi-Cohorts Longitudinal Survey of College Graduates suggests that the estimated return to education has been increasing since the recent exchange rate crisis,which is mainly attributed to the education effects rather than the ability effects. It is also found that natural ability has been playing a lessor role in the selection process of college entrance, and that labor market returns to the natural ability are much higher under the older entrance system than the more recent system. Phenomenally speaking, the nature of the technological progress is more acquired-skill-biased than ability-biased.
