오늘날 한국을 포함한 현대 사회의 복잡한 사회 문제들을 해결하기 위한 하나의 대안적 거버넌스로서 자기조직적 거버넌스가 점차 주목받고 있다. 기존의 자기조직적 거버넌스 연구들은 창발성에 초점을 둔 개념화를 통해 전통적 거버넌스에 대한 차별성을 시도했다. 그러나 공공문제의 해결을 위한 거버넌스로서 자기조직적 거버넌스의 올바른 이해를 위해서는 설계된 구조에 대한 고려 또한 중요하다. 이러한 인식에서 이 논문의 목적은 자기조직적 거버넌스의 개념을 설계된 구조와 창발적 구조 개념을 중심으로 재구성하여 공공문제 해결 기제로서의 자기조직적 거버넌스의 함의에 대해 비판적 관점에서 고찰하는 것이다. 자기조직적 거버넌스는 거버넌스의 바탕으로서 설계된 구조와 문제 해결을 위한 창발적 구조 간에 균형잡힌 이론적 시각에 의해 이해되는 것이 바람직하다고 본다. 이 논문은 자기조직적 거버넌스의 설계된 구조와 창발적 구조의 역할을 동시에 고려함으로써 실천적 대안으로서 자기조직적 거버넌스 개념을 구성할 수 있는 기초를 제공할 수 있을 것으로 기대된다.

The purpose of this article is to revisit the concept of self-organizing governance as a combination of designed and emergent structure. Research has focused exclusively on the emergent nature of self-organizing governance as its unique feature, although designed structure is also important in the working of self-organizing governance as a problem-solving mechanism in public administration. This study constructs the concept of self-organizing governance as a combination of a designed and emergent structure, highlights the function of the designed structure, and examines the characteristics of self-organizing governance in terms of goal setting, resource allocation, accountability, equity, and problem solving. This study argues that this conceptualization can help understand self-organizing governance as an adaptive and problem-solving mechanism for public administration.
