본 연구의 목적은 디자인산업 발전과 디자인전문회사를 효율적으로 지원하기 위한 목적으로 시행되고 있는 ‘디자인전문회사 신고제도’의 신고기준에 대한 현실부합성 및 적합성에 대한 고찰을 통해 디자인전문회사 신고기준에 대한 방향성을 제시하는 것이다. 이를 위해 국내 디자인전문회사 신고기준을 검토하고, 신고제도의 필요성 및 지원혜택에 대해 살펴보았다. 이를 바탕으로 디자인전문회사 신고기준의 3가지 항목인, 전문분야, 전문인력 및 매출액 기준과 디자인산업특수분류 및 국내 디자인전문회사 현황과의 비교분석을 실시하였다. 국내 디자인전문회사 현황을 살펴 보기위해 2011년부터 2015년까지 발표된 ‘한국디자인진흥원(KIDP) 산업디자인통계조사’를 바탕으로 디자인전문회사 산업규모, 평균 매출액 및 인력규모 등을 분석하였다. 분석결과, 전문분야 기준은 국가 내에 디자인산업에 대한 분야체계, 분야명칭 및 분야영역에서 일관된 분류체계를 도입하지 못하고 있음이 나타났다. 전문인력 및 매출액 기준은 디자인전문회사의 인력규모 축소화 및 프리랜서 증가추세에 반해 현실에 부합하지 못하는 단편적인 신고기준을 보유하고 있는 것으로 나타났다. 분석 결과를 기반으로 세 가지 시사점을 도출하였다. 첫째, 일관된 국가 디자인산업 분류체계 도입시스템 구축이 필요하다. 둘째, 현재 시행되고 있는 전문인력 및 매출액의 단편적 신고기준을 기업규모별 분류기준으로 보완해야한다. 마지막으로, 진문인력 및 매출액을 포함하여 기업역량을 확인할 수 있는 추가적 신고기준 확립과 정기적 검증제도 도입이 필요함을 도출하였다. 이러한 시사점을 바탕으로 국내 디자인산업 현황에 맞는 디자인전문회사 신고기준의 개선(안)을 제안하였다.
The purpose of this study is to provide a direction for clear reporting standards on 'The reporting system for design consultancies'. This is implemented for the purpose of developing the design industry and efficiently supporting design consultancies. To do this, we reviewed the reporting standards and studied the necessity of the reporting system along with the support benefits. Based on these studies, we analyzed three (3) categories of reporting standards and the status of design consultancies in Korea. The size of the design industry was studied which included both average sales, and the size of the workforce based on the ‘KIDP Korea design statistical data’ released between 2011 to 2015. Based on this study, it was concluded that the government did not introduce a consistent classification system for the design industry. For example, in the case of professional manpower and sales, the government has unrealistic and fragmented standards when compared to the trend of decreasing in size of design consultancies and the increase of freelancers. Based on the results of this analysis, the following three (3) implications were derived. Firstly, it is necessary to construct the system to introduce a consistent national design industry classification system. Secondly, in order to supplement the current standards, it is necessary to establish reporting standards for professionals and sales by company size. Finally, additional standards should be established to identify the company's capabilities which would also need periodic verification systems to be in place. Based on these suggestions, we proposed a plan to improve the reporting standards for domestic design consultancies.
