자활기업은 경제적으로 어려운 분들이 일정 기간 기초생활보장법에 따른 정부의 보조를 받아 전문교육과 창업에 필요한 기술훈련 과정을 거쳐 2명 이상이 공동으로 창업한 기업이다. 생활의 어려운 고비들을 넘어 창업을 통해 자립 기반을 마련하려는 작은 몸부림이다. 이러한 자활기업은 사회적 취약계층의 빈곤을 해결하는 등 사회적 파급효과가 크다. 수준 높은 민주주의의 실현과 시민의식을 강화하는데 있어 필수적인 요소로서, 자활기업은 꾸준히 증가하고 있는 것으로 조사되고 있다.

본 연구에서는 자활기업의 현황을 조사함으로써 자활기업의 실태를 재정리하고자 하였다. 본 연구는 자활기업에 대한 실태조사를 3년에 걸쳐 수행하였으며, 이러한 정보를 분석하고 처방을 제시함으로써 자활기업의 활성화에 기여하고자 하였다.

자활기업은 전국적으로 분포되었으며(경기도에서 가장 많이 분포), 자활기업은 꾸준히 증가하고 있으나 그 증가폭이 점점 감소하고 있는 것으로 보인다. 자활기업의 조직유형은 법인사업자, 법인, 센터사업자, 조합 등이 있으며, 법인이 가장 높은 비율을 차지하고 있었다. 설립연도별 현황을 분석한 결과, 자활기업은 1980년대에 처음 설립되어 2000년대에 폭발적으로 증가한 것을 알 수 있다. 자활기업의 대부분은 택배, 청소, 영농, 외식 등의 지역대상형 사업으로 집중되는 것으로 보인다.

향후 자활기업의 활성화를 위해 자활의 목적을 ‘사회통합 달성’ 차원으로 확대할 필요가 있다. 더 많은 저소득층이 자활사업을 통해 자활하였을 경우 단지 자활한 저소득층들 개인만 혜택을 입는 것이 아니라 우리 사회의 후생이 증가하고, 결국 사회통합이 더 공고해지는 것이기 때문이다.

Self-support enterprise is one that is co-founded by two or more people who experience economic difficulties by undergoing technical training needed for professional education and business startup enabled by government subsidies under the Basic Livelihood Security Act for a certain period. This is a desperate struggle to help build a foundation for independence through startup beyond the hardships of living. Such self-support enterprises bring a great social impact such as by solving the poverty of the socially vulnerable class. It is being investigated that self-support enterprises are steadily increasing as an essential element in realizing democracy at a high level and strengthening the citizens' awareness. In this research, we have tried to reorganize the realities of self–support enterprises by investigating the current status of the self–support enterprises. This research has been conducted for 3 years to survey the realities of the self–support enterprises and to contribute to the activation of self-support enterprises by analyzing such information and presenting the related prescriptions.

The self-support enterprises are spread across the country (with the largest present in Gyeonggi), and the number of self-support enterprises is steadily increasing, however, the rate of increase is incrementally on the downturn. Organizational types of the self-support enterprises include corporate business operator, corporation, center operator, and association, with corporations accounted for the largest proportion. As a result of analyzing the current status by the year of incorporation, it was found that self–support enterprise were first established in the 1980s, and explosively increased in the 2000s. Most of the self-support enterprises seem to be concentrated on local businesses such as shipping and courier, cleaning, farming, and restaurant. It would be necessary to expand the purpose of self-support to the dimension of 'achieving social integration.' If more low-income families are self-supported through the self-support projects, not only the self-supporting low-income individuals will benefit, but the welfare of our society will ultimately improve to further solidify the social integration.
