최근 네트워크속도의 개선에 힘입어 모바일을 이용한 다양한 서비스들이 개발되고, 상용화되고 있다. 특히, 로봇, 빅데이터, 인공지능(AI), 사물인터넷(IoT)등과 함께 블록체인은 4차 산업혁명을 주도하는 기술로 주목을 받고 있다. 암호화폐인 비트코인의 역사가 10년이 지나면서 이의 핵심적 기술인 블록체인은 금융분야를 넘어서 물류산업, 의료산업, 에너지, 자동차, 음원 및 콘텐츠 등 다양한 영역으로 확대되고 있다. 그러나 금융분야에서 여전히 암호화폐에 대하여 나라별로 규제방식도 조금씩 다르다. 미국은 기본적으로 암호화폐를 기존 화폐의 가치를 대체할 수 있는 것으로 보고 있으며, 일본이나 유럽도 나름대로의 규제의 틀을 만들고 있다. 공통적으로 암호화폐에 대한 시각은 다르지만, 이의 근간이 되는 블록체인 기술에 대한 관심은 고조되고 있고, 활용화를 위해 많은 나라들이 적극적으로 대응하고 있다.

본 논문에서는 블록체인 기술이 어느 분야에 활용되고 있는지 살펴보았다. 또한 블록체인 기술에 대한 각국의 정책을 암호화폐에 대한 정책을 위주로 살펴봄으로써 국내 블록체인 기술의 개발과 정책에 대한 시사점을 논한다. 암호화폐는 블록체인 기술을 대표하는 것으로서 이의 발전이 없다면, 블록체인 기술의 발전 속도도 느려질 수 있기에, 여러나라들의 암호화폐에 대한 정책은 향후 블록체인 기술 발전 여부를 가늠하는 척도가 될 수 있다. 블록체인 기술의 경제적 파급효과가 크다고 예상되는바 투자자 보호에 대한 법제를 서둘러 구비하여 규제를 완화해야 장기적으로 블록체인의 기술이 발전할 것이다. 암호화폐를 금지하는 주요국조차도 정부차원과 산업계차원에서 세부업종을 나누지 않고 블록체인을 적극적으로 도입하고 경쟁력을 강화하고 있다. 자칫 선진국과 글로벌 기업들이 선제적으로 암호화폐와 블록체인 시장에 뛰어드는 동안, 규제 논란에만 자칫 치중하다 4차 산업혁명의 대열에서 뒤처질 수 있다. 정부도 암호화폐의 기반 기술인 블록체인에 대해서는 기술적 가치를 인정하여 정책적으로 육성하고 있다. 그러나 최근 2019년 2월 1일 정부가 블록체인 기업들의 ICO를 제도화하는 것에 대해 부정적 입장을 재확인하면서, 산업계의 암호화폐 기능을 반영하는 제품을 출시하는 것과 정부의 투자위험에 따른 규제의 상반된 모습은 블록체인 기술에 대한 시급하고 진지한 논의가 필요함을 시사한다.

Recently, various services using mobile devices have been developed and commercialized due to the improvement of network speed. In particular, the blockchain, along with robots, big data, AI, and IoT, has become a key technology leading the fourth industrial revolution. Now, the technology of the blockchain has expanded beyond financial sector into various fields such as logistics industry, medical industry, energy, automobile, music contents. However, in the financial sector, regulatory policies for cryptocurrency are still slightly different depending on countries. The United States basically sees cryptography as a substitute for the value of existing currencies, and Japan and Europe are also building their own regulatory framework. Although policies for cryptocurrency are different in general, many countries are interested in the blockchain technology and invest for its utilization.

In this paper, we explore various application areas how blockchain technology are utilized. Also, we discuss policies of foreign countries for the blockchain technology and examine regulatory issues for blockchain technology in Korea. Crytocurrency is a representative technology of blockchain, so the development of the blockchain technology maybe uncertain if it does not develop. Therefore, it is important to investigate various policies for the cryptocurrency to develop the blockchain technology. Because the economic impact of blockchain technology is expected to be great, regulations need to be relaxed to develop the blockchain technology. Even major foreign countries that prohibit cryptocurrency are actively
