이 논문은 2014년의 ‘중·고 학습지도요령 해설서의 일부 개정안’ 발표 이후에 일본 중학교에서 실시되고 있는 독도 관련 교육의 실태를 살펴보는 것을 목적으로 한 것이다. 논문에서는 실제로 교육현장에서 사용되고 있는 지리 및 공민, 역사교과서의 기술내용의 변화를 중심으로 분석하였다. 2014년에 개정된 ‘학습지도요령 해설서’에서는 일본정부의 견해가 교과서에 반드시 반영되도록 하는 교과서 검정기준에 따라 독도를 일본 “고유의 영토”로 명기하도록 하였으며, “한국이 불법 점거하고 있다”고 기술하도록 하고 있다. 이러한 검정기준과 학슬지도요령 해설서에 따라 기술된 교과서에는 일본정부의 우경화된 영토정책을 그대로 답습하면서, 기존의 기술내용과 비교하면 거의 2배 이상의 분량을 할애하여 독도에 대한 일본정부의 주장을 담고 있다. 하지만, 이러한 일본 중학교 교과서의 독도 관련 기술 내용은 일본정부의 요구가 있기 전부터 선제적으로 우경화정책에 대응하고 있었던 경향성을 보이고 있다. 그러므로 2014년에 개정된 검정기준은 이미 2011년에 검정을 통과한 교과서들에 대한 사후추인적인 성격이 강하며, 2015년에 검정을 통과한 교과서의 경우는 일본정부의 요구보다 더 우경화된 내용을 게재하고 있다는 것을 알 수 있다. 그 결과 일본정부의 주도하에 2014년에 개정된 학습지도요령 해설서에 따라 2015년 이후에 검정을 통과하고 간행된 교과서들은 독도문제에 대한 일본정부의 견해를 무비판적으로 수용한 대대적인 대국민 홍보물로 전락해버린 것이다.

The purpose of this paper is to examine the actual situation of Dokdo - related education in junior high school after the announcement of the revision bill of 'Commentary on Middle and Higher Education Guidance' in 2014. In this thesis, we analyzed the contents of technical texts of geography, citizens, and history textbook which are actually used in educational field. According to the "Guidance on Study Guideline" revised in 2014, according to the textbook certification standards that the views of the Japanese government must be reflected in the textbooks, Dokdo was designated as the "original territory of Japan" and "Korea is illegally occupied" . The textbooks described in accordance with these guidelines and the instruction manuals of the school guidebooks follow the Japanese government's right-wing territorial policies and almost twice as much as the existing contents of the textbooks. have. However, these textbooks of Japanese middle school textbooks showed a tendency to respond to the right - wing policy preemptively before the request of the Japanese government. Therefore, the revised standards in 2014 are post-testicular textbooks that passed the screening test in 2011, and textbooks that passed the screening test in 2015 are more accurate than those of the Japanese government. . As a result, under the leadership of the Japanese government, the textbooks that passed the test after 2015 in accordance with the revised Guidance on Teaching Guidance Revised in 2014 became a massive publicity material that criticized the Japanese government's views on the Dokdo issue.
