본 연구의 목적은 우리나라 국가협력전략 (CPS)의 문제점을 분석하고, 이의 개선방향을 제시해 보고자 하는 것이다. 이와 관련하여 현재의 우리나라 CPS와 개별 사업 프로젝트들이 어느 정도 정합성을 가지고 있는 지도 분석한다. 이를 통하여 향후 우리나라 CPS제도를 새로 개선하는 데 필요한 시사점을 얻을 수 있을 뿐만 아니라 CPS와 개별프로젝트들의 정합성을 높이기 위한 방안도 강구하고자 한다. 이를 위해서 에티오피아 CPS를 사례로 하였으며, 그동안 에티오피아에서 수행했던 한국 ODA 사업들과 CPS,의 정합성이 있는 지도 분석해 보았다. 분석결과 시사점은 다음과 같다. 첫째, 우리나라의 CPS는 달성하고자 하는 성과목표들이 지나치게 추상적으로 제시되어 있어서 지침서의 역할을 충분히 하고 있지 못하다는 점이다. 둘째, 우리의 CPS는 수원국의 발전계획만 반영하여 작성하고 있다는 점이다. 셋째, 에티오피아에 대한 한국의 CPS와 그동안 에티오피아에서 수행되었던 개별 프로젝트들의 정합성을 검토해 본 결과, 일부 사업들의 경우 CPS와의 정합성이 낮은 것으로 나타났다. 향후에는 우리나라 CPS 가 다른 공여기관들의 경우와 같이 구체적인 산출성과 지표들을 제시할 수 있어야 하며, 아울러 타 공여국들의 CPS에 대한 검토결과도 아울러 반영할 필요성이 있다고 할 수 있다.

It is generally accepted that Country Partnership Strategy (CPS) plays an important role in making decisions about which ODA projects can be given priority in a recipient country, about which ODA type can be preferred to other ones in order to achieve the goals set out, and about how much resources can should be allocated in the recipient country. It implies that CPS for a recipient country should be alined with development plans of the recipient country, meet the needs of the people in the country, and should be detailed enough so that the stake-holders involved in the ODA projects provided by donor countries could be able to implement them properly, sensibly and effectively in the recipient countries. Under this background, this study aims to examine the roles of the CPS designed by the Korean government from a comparative point of view, to discover drawbacks and problems associated with current CPS system, and to come up with applicable alternatives to cope with challenges confronting Korean government, especially with regard to making the CPS in the next stage.
