이 논문은 유럽에서 포퓰리즘 정당의 성장을 카르텔 정당의 진화에 따른 대의민주주의 질서의 위기라는 관점에서 조망한다. 최근 유럽에서 극우 정당을 중심으로 확산되고 있는 포퓰리즘은 유럽 민주주의의 위기를 보여주는 징후이자 그 결과로 이해할 수 있다. 정치 이데올로기로서 포퓰리즘의 요체는 정치적 갈등구조를 기득권 엘리트와 대중 사이의 대립으로 단순화하고, 엘리트의 지배에 맞서 인민주권 원리의 급진적 복원을 요구한다는 데 있다. 포퓰리즘은 기성의 대의민주주의 질서가 인민주권의 원리를 충분히 구현하고 있지 못하다는 비판에서 출발하며, 따라서 그 확산을 이해하기 위해서는 대의민주주의 제도와 인민주권의 원리 사이의 갈등과 긴장을 유발하는 요인을 규명하는 것이 필요하다. 현대 유럽 정당이 카르텔 정당으로 진화하는 과정은 곧 정당이 이익대표기능을 상실하고 정치 엘리트들의 경쟁과 담합에 종속되는 과정이었다. 카르텔 정당으로의 진화에 따라 정당정치로 대표되는 대의민주주의 질서가 정치 엘리트들의 ‘경쟁적 과두제’로 변모하면서 기성의 정치질서에 대한 포퓰리즘적 비판이 설득력을 얻는 기초가 마련되었다. 유럽에서 포퓰리즘의 확산은 정당체제의 카르텔화에 따른 결과로 이해할 수 있는 것이다.
