본 연구는 2000년부터 2014년까지 사하라 이남 아프리카 국가들(Sub-Saharan African Countries)의 UN 총회 투표를 분석하여, 미국과 중국의 해외원조가 국제사회에서의 수원국의 미국과 중국에 대한 정치적 지지에 미치는 영향을 탐구하였다. 분석결과 미국의 원조를 많이 받은 경우, 해당 수원국은 UN 총회에 상정된 안건에 투표를 할 때 미국과 동일한 의견을 표할 경우가 높았다. 반대로 중국의 원조규모는 UN 총회 투표에서 수원국이 중국과 동일한 의견으로 투표하는 정도에 유의미한 영향을 미치지 못하였다. 그러나 미국의 원조규모가 미국과 수원국의 UN 총회에서의 투표 일치 정도에 미치는 영향력은 중국의 원조규모가 커짐에 따라 사라졌다. 이러한 결과는 저발전으로 인해 국가 경제의 대부분을 대외원조에 의존해야 하는 아프리카 수원국들이 외교정책을 선택하는 데 있어서 원조 공여국의 선호를 고려하지 않을 수 없다는 것을 의미하며 동시에 여러 공여주체가 존재할 경우에는 외교정책의 선호를 결정하는데 있어서 특정 공여국의 원조규모가 가지는 영향력이 줄어든다는 것을 의미한다고 하겠다.
