정부의 청렴도와 부정부패에 대한 통제는 민주주의 국가에서 유권자들에게 매우 중요한 요인으로 인식되고 있다. 그러나 부패통제에 실패한 정부가 선거에서 유권자들에게 항상 심판을 받는 것은 아니다. 이러한 현상의 원인을 밝히기 위하여, 본 연구는 선거 전 정부의 복지지출 확대와 정부의 국정운영 결과에 대한 책임의 명확성이 정부의 청렴도 수준과 정부 여당 득표율 간의 상관관계에 영향을 줄 것이라고 가정하고 이를 경험적으로 검증하였다. 경험적 분석을 위해 1995년부터 2016년까지 35개 경제개발협력기구(OECD)국가들의 182개 국회의원선거를 결과를 분석하였다. 분석 결과에 따르면, 선거를 앞두고 국가의 부패지수가 악화되었을 때, 일반적으로 정부 여당의 득표율은 하락하는 현상을 보였다. 그러나 이러한 현상은 선거를 앞두고 정부의 복지예산 지출이 증가하였을 경우에는 나타나지 않았다. 한편, 연립정부(coalition government) 존재여부와 소수정부(minority government) 존재여부를 통하여 측정한 책임의 명확성의 경우에는 국가의 부패지수와 정부 여당의 득표율 간의 상관관계에 유의미한 영향을 미치지 않았다.
